1. MEETING:
    The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated Thursday 19 October 1995. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. MOTION OF CONDOLENCE - FORMER MEMBER FOR ARNHEM:
    The Speaker advised Honourable Members of the death, on 27 October 1995, of the former Member for Arnhem in this Legislative Assembly.
    The Leader of the Opposition (Mr Ede), by leave, moved - That this Assembly expresses its deep regret at the death, on 27 October 1995, of the Former Member for the Electorate of Arnhem in the Northern Territory Legislative Assembly from 3 December 1983 to 24 August 1995 and places on record its appreciation of his long and meritorious service to the Legislative Assembly and to the Northern Territory and tenders its profound sympathy to his family.
    Debate ensued.

    Suspension of sitting: The sitting was suspended between 12.03 p.m. and 2.00 p.m.

      Debate resumed.
      Question - put and passed. ___________________
    As a Mark of Respect the sitting of the Assembly was suspended at 3.54 p.m. until the ringing of the Bells.
    ___________________
      And the Bells having been rung at 4.25 p.m. the Assembly resumed.

4. NOTICES:
    The following notices were given:
      Mr Ede: To present the Police Administration Amendment Bill 1995 (Serial 120).
      Mr Ede, by leave, on behalf of and at the request of Mr Ah Kit: To move: -
        That this Assembly -
        (1) supports the distribution of Commonwealth Grants to Local Government among the States and Territories on a needs basis, and expresses its disappointment at the failure of the Chief Minister to raise this matter at the recent meeting of Premiers and Chief Ministers;
        (2) calls for the distribution of Northern Territory Government assistance to Local Government on a needs basis;
        (3) calls for an increase in Northern Territory expenditure on community services; and
        (4) that this motion, its results and associated debate be communicated as soon as possible to all Commonwealth, State and Territory Ministers with responsibility for Local Government.
      Mr Bell: To move -
        That this Assembly expresses its concern about the hampering of the operation of the Criminal Justice System through the lack of an effective Courts Interpreter System.

5. REMUNERATION TRIBUNAL - REPORT AND DETERMINATION NO. 1 OF 1995 - MINISTERS AND MEMBERS OF THE NORTHERN TERRITORY LEGISLATIVE ASSEMBLY - PAPER TABLED - MOTION TO NOTE PAPER:
    The Chief Minister (Mr Stone) laid on the Table the Remuneration Tribunal Report and Determination No. 1 of 1995 for Ministers and Members of the Legislative Assembly of the Northern Territory (Paper 2073).
      Mr Stone moved - That the Assembly take note of the Paper.
      Ordered - That Mr Stone have leave to continue his remarks at a later hour.

6. ADJOURNMENT:
    The Leader of Government Business (Mr Coulter) moved - That the Assembly do now adjourn.
      Question - put and passed.
      And the Assembly adjourned at 4.31 p.m. until tomorrow at 10.00 a.m.
