1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker drew the attention of Members to the presence in the Gallery of students from Adelaide River School accompanied by their teacher Mr Mark Mclay.

      On behalf of Honourable Members the Speaker extended a warm welcome to the students.

4. AUDITOR-GENERAL’S AUGUST 1999 REPORT TO THE LEGISLATIVE ASSEMBLY – PAPER TABLED - REPORT PRINTED - MOTION TO NOTE REPORT:
      The Speaker (Mr McCarthy) laid on the Table the Auditor-General’s August 1999 Report to the Legislative Assembly (Paper 1487).
      The Chief Minister (Mr Burke) moved – That the Assembly print the Report.
      Question – put and passed.
      Mr Burke moved – That the Assembly take note of the Report.
      Leave granted to the Chief Minister (Mr Burke) to continue his remarks a t a later hour – debate adjourned.

5. PETITION:
      No. 30 - The Member for Stuart (Mr Toyne) presented a petition from 47 petitioners in support of Bilingual programs in Northern Territory schools (Paper 1488).
      Petition read.

      Responses to petitions: The Clerk in accordance with Standing Order 100A tabled a response to question No. 19 and advised of their incorporation in the Hansard (Paper 1489).

7. EAST TIMOR CONSULTATION BALLOT - MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Chief Minister (Mr Burke) made a statement relating to the forthcoming autonomy consultation ballot to be conducted in East Timor under the auspices of the United Nations (Paper 1493).

8. FOUNDATIONS FOR OUR FUTURE – ESTABLISH TERRITORY AS SUPPLY, SERVICE AND DISTRIBUTION CENTRE - MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Transport and Infrastructure Development (Mr Palmer) made a statement relating to establishing the Territory and Darwin as a Supply, Service and Distribution Centre for the Region. (Paper 1495).
      Paper tabled: Mr Palmer laid on the Table the following Paper –
Foundations for Our Future – become the Supply, Service and Distribution Centre for the Region by Northern Territory Government (Paper 1496).
      Mr Palmer moved – That the Assembly take note of the Statement.
      Debate ensued.

9. MATTER OF PUBLIC IMPORTANCE – INFORMATION TECHNOLOGY OUTSOURCING:
      The Speaker advised that the Member for Stuart (Mr Toyne) had proposed for discussion as a definite matter of public importance this day:
        The impact on both the public and private sectors of the current policy of Information Technology outsourcing.
      The proposed discussion having received the necessary support –
      The Speaker called upon Mr Toyne to address the Assembly.

10. SELECT COMMITTEE ON TERRITORY FOOD PRICES - FOOD PRICES IN THE NORTHERN TERRITORY – PRICE, QUALITY AND CHOICE - STRIKING A FAIR BALANCE REPORT, VOLUMES I, II AND III – REPORT TABLED AND PRINTED – MOTION TO NOTE REPORT:
      The Chairman of the Select Committee on Territory Food Prices (Dr Lim) laid on the Table its Report into Food Prices in the Northern Territory – Price, Quality and Choice - Striking A Fair Balance, Volume 1 – Report (Paper 1497); Volume 2 – Written Submissions (Paper 1498); and Volume 3 – Transcripts of Proceedings (Paper 1499).
      Dr Lim made a statement relating thereto.

11. FINANCIAL MANAGEMENT AMENDMENT BILL 1999 (Serial 175):
      The Treasurer (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the Financial Management Act.

      Mr Reed moved – That the Bill be now read a second time.
      On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.
12. RESIDENTIAL TENANCIES BILL 1999 (Serial 169) and RESIDENTIAL TENANCIES (CONSEQUENTIAL AMENDMENTS) BILL 1999 (Serial 170):
      Suspension of Standing Orders: The Minister for Lands, Planning and Environment (Mr Baldwin) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely the Residential Tenancies Bill 1999 (Serial 169) and Residential Tenancies (Consequential Amendments) Bill 1999 (Serial 170) –
          (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage, and the third readings of the Bills together; and

          (b) the consideration of the Bills separately in Committee of the Whole.
      Question - put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.
      The Minister for Lands, Planning and Environment (Mr Baldwin), pursuant to notice, presented a Bill for and Act to regulate the relationship of landlord and tenant under residential tenancy agreements and for related purposes and a Bill for and Act to amend various legislative provisions consequential on the enactment of the Residential Tenancies Act 1999.
      Bills read a first time.
      Mr Baldwin moved – That the Bills be now read a second time.

13. ANIMAL WELFARE BILL 1999 (Serial 168):
      The Minister for Local Government (Mrs Braham), pursuant to notice, presented a Bill for an Act to provide for the welfare of animals, prevent cruelty to animals and for related purposes.
      Bill read a first time.
      Mrs Braham moved – That the Bill be now read a second time.
      On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.

14. INTERPRETATION AMENDMENT BILL 1999 (Serial 157):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
