1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. NOTICES:
The following notices were given:
Mr Ede: To move -
That this Assembly:

(1) notes the Government's decision to establish an Estimates Review Committee to examine means of
reducing its borrowing requirement for the 1991/92 and 1992/93 financial years;

(2) notes that the last time the Government instituted a similar programme in 1987, it resulted in a sustained
period of low or negative growth for the Territory;

(3) notes with concern the fears of Territorians for their future prospects should the Territory Government
again follow the same path; and

(4) calls on the Government to -

(a) provide a full and detailed statement of variations implemented or proposed for implementation during
the current financial year; and

(b) institute management systems to ensure that future budgets do not result in cuts in jobs and services
which will reduce the standard of living of Territorians.

Mr Manzie: To present the Criminal Code Amendment Bill 1991 (Serial 27).

4. QUESTIONS:
Questions were asked of Ministers.

5. SPECIAL PREMIERS' CONFERENCE - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Chief Minister (Mr Perron) made a statement relating to the outcomes of the Special Premiers' Conference
held on 30 and 31 October 1990.
Mr Perron moved - That the Assembly take note of the Statement.

Paper tabled: The Member for Macdonnell (Mr Bell), by leave, laid on the Table the following Paper -

. Letter, Hon. Marshall Perron, MLA, Chief Minister to Territorians, undated.

Debate continued.
And the Member for Jingili (Mr Setter) having referred to the speech delivered by Mr Bell as being "racist drivel" -
Point of order: The Member for Macdonnell (Mr Bell) raised, as a point of order, that the phrase "racist
drivel" used by Mr Setter was unparliamentary and should be withdrawn.
Ruling of Speaker: The Speaker ruled - That the phrase, in the context used by Mr Setter, was not
unparliamentary and therefore did not uphold the point of order.
Dissent from Speaker's Ruling: Mr Bell moved - That the ruling of the Speaker be dissented from and
pursuant to Standing Order 82, submitted his motion of dissent in writing. The Leader of the Opposition (Mr Ede) seconded
the motion.
Debate ensued.
Question - put and negatived.

Question - that the Statement be noted - put and passed.

6. PERSONAL EXPLANATION:
The Member for Arafura (Mr Tipiloura), by leave, made a personal explanation relating to comments made by
the Minister for Health and Community Services (Mr Manzie) during Question Time earlier this day regarding a
quotation attributed to Senator Grant Tambling.

7. MINING AMENDMENT BILL 1991 (Serial 25):
The Attorney-General (Mr Manzie) for and on behalf of the Minister for Mines and Energy (Mr Coulter), pursuant
to notice, presented a Bill for an Act to repeal the Coal Act and to amend the Mining Act and certain other Acts.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

8. SUSPENSION OF STANDING ORDERS - TAKE TWO BILLS TOGETHER:
The Attorney-General (Mr Manzie) moved - That so much of Standing Orders be suspended as would prevent two
Bills, the Real Property Amendment Bill 1991 (Serial 20) and the Real Property (Consequential Amendments) Bill
1991 (Serial 21) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second
readings, the Committee's report stage and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

Question - put and passed.

9. REAL PROPERTY AMENDMENT BILL 1991 (Serial 20) and REAL PROPERTY (CONSEQUENTIAL AMENDMENTS) BILL 1991 (Serial 21):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Real Property
Act to facilitate the automation of the Land Titles Register, to simplify the processing of dealings with land titles,
to make consequential amendments, and for related purposes; and a Bill for an Act to amend various Acts
consequential on the passing of the Real Property Amendment Act 1991.
Bills read a first time.
Mr Manzie moved - That the Bills be now read a second time.
On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

10. STATUTE LAW REVISION (REGISTRATION OF INSTRUMENTS) BILL 1991 (Serial 22):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend certain legislation
of the Northern Territory in relation to the registration of instruments, to repeal certain Acts of South Australia
and for related purposes.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

11. STATUTE LAW REVISION BILL 1991 (Serial 23):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to revise and correct the law
of the Territory in minor respects.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

12. ADDRESS-IN-REPLY:
The order of the day having been read for the resumption of the debate on the motion of the Chief Minister (Mr Perron) - That
the following Address be agreed to -

To His Honour the Administrator of the Northern Territory:

"MAY IT PLEASE YOUR HONOUR - We, the Legislative Assembly of the Northern Territory in
Parliament assembled, desire to express our loyalty to our most Gracious Sovereign, and thank your
Honour for the Speech which you have been pleased to address to the Assembly.".
