1. MEETING:
      The Assembly met at 10.00 h, pursuant to resolution of the Assembly, dated Thursday 29 February 2001. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. BROADCAST OF PROCEEDINGS:
      The Speaker advised Members that he had given permission for the ABC TV, and Channel 8 to broadcast live with sound and vision, the presentation of the Budget and the Treasurer’s Speech; and for the ABC to do a live cross from the Chamber, after it has cleared; and the Northern Territory News photographer to photograph the Treasurer delivering the Budget.
4. MESSAGE FROM THE ADMINISTRATOR
      The Speaker advised Members that he had received the following Message from His Honour the Administrator:

5. STATEMENT BY SPEAKER – CONDOLENCE HONOURABLE R W S VALE:
      The Speaker advised Members of the death of Honourable R W S Vale on 10 April 2001, former Speaker of the Legislative Assembly 1986 to 1989; and Member 1974 to 1994. Mr Speaker informed Members that with their agreement a formal motion of condolence would be moved on Wednesday 30 May 2001.

      Mr Speaker extended his personal condolences.

6. VISITORS:
      The Speaker drew Members attention to the presence in the public galleries of Year 11, Legal Studies students from Darwin High School accompanied by Mr Patrick Clarke; and Northern Territory University Legal Studies Unit students accompanied by Ms Fiona Hussin.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.
    7. PETITION:
        The Member for Braitling (Mrs Braham) presented a petition from (2420 petitioners) relating to Territory Health Services agreement to support the Salvation Army Hostel accommodation in Alice Springs (Paper 2407).
        Petition read.
        The Chief Minister (Mr Burke) responded to the petition.

    10. MESSAGE FROM THE ADMINISTRATOR – APPROPRIATION BILL 2001-2002:
        The Speaker advised Honourable Members that he had received the following Message from His Honour the Administrator:

    11. APPROPRIATION BILL 2001-2002 (Serial 308):
        The Treasurer (Mr Reed), presented a Bill for an Act to authorise the issuing and expending of the public moneys of the Territory in respect of the year ending 30 June 2002, the subject of His Honour the Administrator’s Message No. 34 notified earlier this day.
        Bill read a first time.
