1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. PETITION:
    The Member for Stuart (Mr Toyne), by leave, presented a petition from 21 petitioners requesting the Assembly alleviate the daily transport of school children 80 kms from 3 Bore, Camel Camp and Homestead to attend school (Paper 1793).
    Petition read.

4. NOTICES:
    The following notices were given:
    Mr Burke: To present the International Transfer of Prisoners (Northern Territory) Bill 2000 (Serial 232).
    Mr Manzie: To present the Motor Accidents (Compensation) Amendment Bill 2000 (Serial 221).

5. DEPUTY CHAIRMAN OF COMMITTEES – WARRANT:
    The Speaker laid on the Table the following Warrant:

    The Minister for School Education (Mr Lugg) made a statement relating to the provision of education services in the Northern Territory and future directions (Paper 1795).
    Mr Lugg moved – That the Assembly take note of the Statement.

8. MINERALS INDUSTRY IN THE NORTHERN TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Minister for Resource Development (Mr Manzie) made a statement relating to the status of minerals industry development in the Territory (Paper 1794).
    Mr Manzie moved – That the Assembly take note of the statement.
    Debate ensued.
    Paper tabled: The Member for Arnhem (Mr Ah Kit), by leave, laid on the table the following Paper –
Nutherway 2000 Land Access Workshop, Mandorah, Wednesday 19 April 2000 (Paper 1799).
    Debate continued.
    Distinguished visitor: The Deputy Speaker (Mr Balch) acknowledged the presence in the Speaker’s Gallery of Mr Peter Nagle, Member for Auburn in the New South Wales Legislative Assembly and Chairman of the Regulation Review Committee.
    On behalf of all Members Mr Balch extended a warm welcome to the distinguished visitor.

9. LEGISLATIVE ASSEMBLY (POWERS AND PRIVILEGES) AMENDMENT BILL 2000 (Serial 230); and LEGISLATIVE ASSEMBLY (SECURITY) AMENDMENT BILL 2000 (Serial 231):
    Suspension of Standing Orders: The Leader of Government Business (Mr Palmer) on behalf of and at the request of the Chief Minister (Mr Burke) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely, the Legislative Assembly (Powers and Privileges) Amendment Bill 2000 (Serial 230) and Legislative Assembly (Security) Amendment Bill 2000 (Serial 231) –

    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the committee’s report stage, and the third readings of the Bills together;

    (b) the consideration of the Bills separately in Committee of the Whole; and

    (c) passing through all stages at this sittings.

    Question – put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.

    Mr Palmer, pursuant to notice, presented a Bill for an Act to amend the Legislative Assembly (Powers and Privileges) Act and a Bill for an Act to amend the Legislative Assembly (Security) Act.
    Bills read a first time.
    Mr Palmer moved – That the Bills be now read a second time.
    Debate ensued.
    Question – put and passed.
    Bills read a second time.
    Leave granted for a motion for the third readings of the Bills to be moved forthwith.
    On the motion of the Leader of Government Business (Mr Palmer) the Bills were read a third time and passed to be proposed laws.

10. WATER AMENDMENT BILL 2000 (Serial 222):
    The Order of the Day having been read for the resumption of the debate on the question – That the Bill be now read a second time –
    Debate ensued.
    Question – put and passed.
    Bill read a second time.
    Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Minister for Lands, Planning and Environment (Mr Baldwin) the Bill was read a third time and passed to be a proposed law.

11. ADJOURNMENT:
    The Minister for School Education (Mr Lugg) moved – That the Assembly do now adjourn.
