1. MEETING:
The Assembly met at 11.30 a.m., pursuant to resolution of the Assembly dated 1 September 1994.
The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. FIRST SITTING IN NEW PARLIAMENT HOUSE - MESSAGE FROM HER MAJESTY THE QUEEN AND ADDRESS BY HIS HONOUR THE ADMINISTRATOR:
The Speaker laid on the Table a Message from Her Majesty the Queen (Paper 153) and a copy of the Address His Honour the Administrator delivered
earlier this day to mark the occasion of the First Sitting of the Legislative Assembly in the new Parliament House (Paper 154).
The Chief Minister (Mr Perron) moved - That the terms of the Message from Her Majesty the Queen and the Address by His Honour the Administrator
be incorporated into Hansard.
Question - put and passed.

4. VISITING PRESIDING OFFICERS AND CLERKS:
The Speaker advised that with the concurrence of Members visiting Presiding Officers and Clerks from Australia and the Pacific Region have been
accorded places on the Chamber floor.

5. NEW PARLIAMENT HOUSE - MOTION OF APPRECIATION:
The Chief Minister (Mr Perron) moved -

`Mr Speaker, on this historic inaugural sitting in the Northern Territory's new Parliament House I move that the following resolutions be agreed to:

1. That this Assembly extends a warm welcome to those Presiding Officers and representatives of other Parliaments who are present today;

2. That this Assembly expresses its appreciation to the Parliaments, organisations and individuals who have graciously presented gifts for use
and display in the new Parliament House. The list of these gifts is extensive. Recognising the addition of this building to the family of
Parliaments, the Presiding Officers of the Senate and the House of Representatives jointly gifted the Chair of the Speaker; the State
Parliaments donated a lectern and the many individual gifts

include a Commemorative Medal marking the first sitting of the Commonwealth Parliament in 1901. It was donated by long time Territorian, Miss Ellen Kettle.

3. Noting that this building now stands as a permanent display of the craft and construction skills of Territory workers and construction companies, this Assembly
extends its sincere appreciation to all who were involved in its planning and construction, including the architects, engineers and designers; the project manager,
contracting companies and their employees; artists and craftsmen; those who advised on all aspects of interior design, furnishing and decoration; members
of the former New Parliament House Site Committee, past and present members of the Sessional Committee on the New Parliament House, officers of the
Department of Transport and Works and parliamentary and other staff for their endeavours in providing this most magnificent building for the people of the Northern Territory.

4. That this Assembly acknowledges the debt of gratitude owed by Territorians to former members of this Assembly and the former Legislative Council and to Territory
members of the Commonwealth Parliament who contributed to the constitutional development of the Northern Territory, the creation of our first fully elected legislature in 1974,
and the grant of the interim charter towards statehood with the commencement of self-government in 1978.'

On the motion of the Leader of Government Business (Mr Stone) debate was adjourned.

6. LEAVE OF ABSENCE:
The Leader of Government Business (Mr Stone) moved - That leave of absence be granted to the Member for Braitling (Mrs Braham) for three sitting days commencing this
day on account of her attending a Commonwealth Parliamentary Conference in Banff, Canada.
Question - put and passed.

7. NOTICES:
The following notices were given, by leave:
Mr Bailey: To move - That this Assembly direct the Public Accounts Committee to undertake a post-project evaluation of the State Square Project in accordance with
recommendation 12 of Public Accounts Committee's Report Number 21 Report on the Auditor-General's Annual Reports, 1990-91 and 1991-92 including an evaluation of the following factors:

(a) Planning and Task Definition:

(1) project quality and performance objectives;
(2) technical and financial risk assessments;
(3) design aspects;
(4) contractual matters;
(5) production aspects and quality assurance arrangements;
(6) supply and support assets;
(7) reviews of similar projects.

(b) Resource Management and Coordination:

(1) project time objectives;
(2) network planning techniques;
(3) equipment and information;
(4) project cost estimation.

(c) Contracting and Production:

(1) tender invitation and evaluation;
(2) quality requirements;
(3) protection of government interests;
(4) project payments.

(d) Administrative Arrangements:

(1) responsibility of a project manager;
(2) project management critical path;
(3) communication and coordination.

(e) Performance Assessment:

(1) performance monitoring;
(2) project objectives;
(3) prolongation and delays;
(4) cost escalation;
(5) acceptance procedures for equipment and facilities;
(6) past project performance assessment.

Mr Ede: To move - That this Assembly notes with grave concern -

(a) the inadequate resources provided to the Northern Territory Police Force; and

(b) calls on the CLP Government to move rapidly to reorder its priorities and
substantially increase funding to the Northern Territory Police Force.

Mr Bell : To present the Electoral Amendment Bill 1994 (Serial 41).

8. SUSPENSION OF SITTING AND NOMINATION OF GENERAL BUSINESS DAY:
The Leader of Government Business (Mr Stone) moved - That -

(1) This sitting of the Assembly be suspended until 10.00 a.m. on Wednesday 5 October 1994; and

(2) Pursuant to Standing Order 93, that General Business have precedence of Government Business on that day.

Question - put and passed.
