1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

      5. KAVA LICENSING ISSUES – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Racing, Gaming and Licensing (Mr Baldwin) made a statement relating to licensing of Kava traders and the harmful effects of Kava use (Paper 2012).
      Mr Baldwin moved – That the Assembly take note of the statement.
      Debate ensued.
      Question – put and passed.

6. SOUTH EAST ASIA AND AUSTRALIA OFFSHORE CONFERENCE (SEAAOC) – 26 to 27 JUNE 2000 – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Resource Development (Mr Manzie) made a statement relating to the outcomes from SEAAOC South East Asia and Australia Offshore Conference and the latest oil and gas developments in the Territory (Paper 2013).
      Mr Manzie moved – That the Assembly take note of the statement.
      Debate ensued.
      Question – put and passed.

7. FIREARMS AMENDMENT BILL 2000 (Serial 253):
      The Minister for Police, Fire and Emergency Services (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the Firearms Act.
      Bill read a first time.
      Mr Reed moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

      8. ENERGY PIPELINES AMENDMENT BILL 2000 (Serial 245); PETROLEUM AMENDMENT BILL (No. 2) 2000 (Serial 246); and WORK HEALTH AMENDMENT BILL (No. 2) 2000 (Serial 247):
      The Order of the Day having been read for the resumption of debate on the question – That the Bills be now read a second time –
      Debate resumed.

      The Assembly resolved itself into Committee of the Whole.

      Petroleum Amendment Bill (No. 2) 2000 (Serial 246):

      On the motion of the Minister for Resource Development (Mr Manzie) the following amendment was agreed to -

      In clause 4, omit paragraph (a)(i) and (ii) of the definition of 'workplace' in proposed section 89A and substitute the following:
          '(i) in a block, including a block in an adjacent area within the meaning of the Petroleum (Submerged Lands) Act; and

          (ii) where operations or programs are being carried on or works are being executed for or in connection with the exploration for, or the recovery, production or exploitation of, petroleum; or'.


      Bill, as amended, agreed to.
      Bill to be reported with an amendment.

      Work Health Amendment Bill (No. 2) 2000 (Serial 247):

      Bill, by leave, taken as a whole and agreed to.
      Bill to be reported without amendment.
      The Assembly resumed; the Speaker (Mr McCarthy) resumed the Chair; the Chairman (Mr Mitchell) reported that the Committee had considered the Bills and agreed to the –
Energy Pipelines Amendment Bill 2000 (Serial 245), without amendment;
Petroleum Amendment Bill (No. 2) 2000 (Serial 246), with an amendment; and
Work Health Amendment Bill (No. 2) 2000 (Serial 247), without amendment.
      On the motion of the Minister for Resource Development (Mr Manzie) the Bills were read a third time and passed to be proposed laws.

9.ADJOURNMENT:
      The Leader of Government Business (Mr Palmer) moved – That the Assembly do now adjourn.
      Debate ensued.
      Question – put and passed.
      And the Assembly adjourned at 15:10 h until 10:00 h on Thursday 10 August 2000.
