1.MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

that, pursuant to section 7 of the Northern Territory (Self-Government) Act 1978, of the Commonwealth, declare

5.DISTINGUISHED VISITORS - HER EXCELLENCY DR JARA DAVID-MOSEROVA AND MR M. DAVID:
The Speaker drew the attention of Honourable Members to the presence in the gallery of the Czech Ambassador, Her
Excellency Dr Jara David-Moserova, and Mr Milan David.
On behalf of Members, the Speaker extended a warm welcome to the distinguished visitors.

6.QUESTIONS
Questions were asked of Ministers.
Supplementary answer: The Treasurer (Mr Coulter) gave a supplementary answer to a question asked by the Member for
Millner (Mr Parish) during Question Time this day.

7.PROPOSED DISCHARGE OF MEMBERS FROM THE NEW PARLIAMENT HOUSE COMMITTEE - MOTION TO CENSURE OPPOSITION LEADER, AGREED TO:
The Leader of the Opposition (Mr Ede), by leave, moved - That the Member for Arafura (Mr Rioli) and the Member for
Victoria River (Mr Cartwright) be discharged from further attendance on the Sessional Committee on the New Parliament
House.
Debate ensued.
Censure: The Chief Minister (Mr Perron) moved the following amendment -
Omit all words after "That" and insert - "This Assembly censures the Leader of the Opposition for abrogating his
responsibility to this House and the people of the Northern Territory by moving for a discharge of Opposition Members
from service on the Sessional Committee on the New Parliament House in dereliction of their duties as members
of the Legislative Assembly.".
Debate ensued.

8.SESSIONAL COMMITTEE ON THE NEW PARLIAMENT HOUSE - AUTHORISATION OF PUBLICATION OF MINUTES, DOCUMENTS AND REPORTS - MOTION AGREED TO:
The Minister for Education (Mr Finch), by leave, moved - That this Assembly, pursuant to Standing Order 274, authorises
the publication of all reports, documents presented to and Minutes of Proceedings of the Sessional Committee on the New
Parliament House and any of its sub-committees.

9.PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL 1993 (Serial 230); and JUVENILE JUSTICE AMENDMENT BILL 1993 (Serial 231):
Suspension of Standing Orders - Take two Bills together: The Minister for Correctional Services (Mr Poole) moved - That
so much of Standing Orders be suspended as would prevent Government Business, Notices relating to, respectively, the
Prisons (Correctional Services) Amendment Bill 1993 (Serial 230); and the Juvenile Justice Amendment Bill 1993 (Serial
231) -

(a) being taken together and one motion being put in regard to, respectively, the second readings, the
Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.
Debate ensued.
Question - put and passed - there being an absolute majority of the whole number of Members present and no
dissentient voice.
Mr Poole, pursuant to notice, presented a Bill for an Act to amend the Prisons (Correctional Services) Act; and a Bill
for an Act to amend the Juvenile Justice Act.

The Minister for Transport and Works (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the Traffic
Act.
