1. MEETING:
    The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated Thursday 17 October 1996. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Year 9 students from St John's College and their teacher Ms Trish Jensen.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

4. PETITION:
    The Member for Katherine (Mr Reed) presented a petition, not conforming with Standing Orders, from 29 petitioners requesting that the operation of the Contractors Accreditation Scheme be reviewed and that its operation be suspended pending such a review (Paper 2822).
      Petition read.

5. NOTICES:
    The following notices were given:
    Mrs Hickey: To move - That this Assembly:
            (1) recognises that the Northern Territory is a multicultural society which places value on all Territorians, irrespective of ethnic or racial descent;

            (2) recognises the significant contribution which has been and continues to be made to the development of the Territory by Territorians of all ethnic and racial descent;

            (3) affirms its support for the ongoing process of Aboriginal reconciliation and achieving greater understanding between Territorians of Aboriginal and non-Aboriginal background;

            (4) affirms its support for multiculturalism and a non-discriminatory immigration policy; and

            (5) calls for discussion concerning Aboriginal reconciliation and multiculturalism to be based on the principles of tolerance, harmony and the Australian concept of a “fair go” for all.
      Mr Burke: To present the Juries Amendment Bill (No. 2) 1996 (Serial 198).
      Mr Burke: To present the Criminal Code Amendment Bill (No. 3) 1996 (Serial 197).
      Mr Palmer: To present the Local Government (Validation) Bill 1996 (Serial 196).
      Mr Bailey: To move - That this Assembly expresses its concern at -
            (a) the high cost of living for ordinary Territorians;

            (b) the contribution that Government taxes and charges make to the high cost of living in the Territory; and

            (c) the declining pay packets of Territory workers relative to workers elsewhere in Australia.
      Mrs Hickey: To present the Parliamentary Committees Bill 1996 (Serial 195).
      Mr Bell: To present the Yulara Tourist Village Management Amendment Bill 1996 (Serial 200).
6. QUESTIONS:
    A question was asked of a Minister.
      Paper tabled: The Chief Minister (Mr Stone) laid on the Table the following Paper -

    Distinguished visitor: The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of Mrs Nell Carroll, wife of Mr Paddy Carroll, former Member of the Legislative Council of the Northern Territory.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

7. NEW ROAD SAFETY MEASURES - MINISTERIAL STATEMENT- MOTION TO NOTE STATEMENT:
    The Minister for Transport and Works (Mr Coulter) made a statement relating to new road safety measures for the Northern Territory (Paper 2829).
      Mr Coulter moved - That the Assembly take note of the Statement.
      Debate ensued.

      On the motion of the Attorney-General (Mr Burke) debate was adjourned.

8. AUSTRALASIA RAILWAY CORPORATION BILL 1996 (Serial 184):
    The Minister for Transport and Works (Mr Coulter), pursuant to notice, presented a Bill for an Act to establish The AustralAsia Railway Corporation and for related purposes.
      Bill read a first time.
      Mr Coulter moved - That the Bill be now read a second time.
      On the motion of the Leader of the Opposition (Mrs Hickey) debate was adjourned.
9. MANGROVE REGIONALISATION - PAPER TABLED - MOTION TO NOTE PAPER:
    The Minister for Lands, Planning and Environment (Mr Reed), by leave, laid on the Table the Regionalisation of Mangrove Communities along the Northern Territory Coast by P. Brocklehurst and B. Edmeades, Department of Lands, Planning and Environment (Paper 2832).
      Mr Reed made a statement relating thereto.
      Mr Reed moved - That the Assembly take note of the Paper.
      Debate ensued.
      On the motion of the Leader of the Opposition (Mrs Hickey) debate was adjourned.
10. OUR TERRITORY - THE FUTURE - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The order of the day having been read for resumption of debate on the question - That the Assembly take note of the Statement -
      Debate ensued.
    Leave denied: The Deputy Leader of the Opposition (Mr Bailey) moved - That the Leader of the Opposition (Mrs Hickey) be granted an extension of time.
    Objection being raised - leave denied.
    Debate continued.
    Leave denied: The Attorney-General (Mr Burke) moved - That the Chief Minister (Mr Stone) be granted an extension of time.
    Objection being raised - leave denied.
    Suspension of Standing Orders - extension of time: - The Chief Minister (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent him from speaking for such time as would permit him to conclude his speech.
    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

11. ANTI-DISCRIMINATION AMENDMENT BILL 1996 (Serial 193); and OMBUDSMAN (NORTHERN TERRITORY) AMENDMENT BILL 1996 (Serial 194):
    The order of the day having been read for the resumption of the debate on the question - That the Bills be now read a second time -
      Debate ensued.
      Question - put and passed.
      Bills read a second time.
      Leave granted for a motion for the third reading of the Bills to be moved forthwith.
    On the motion of the Chief Minister (Mr Stone) the Bills were read a third time and passed to be proposed laws.

12. BANK OF SOUTH AUSTRALIA (MERGER WITH ADVANCE BANK) BILL 1996 (Serial 183):
    The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -
      Debate ensued.
      Question - put and passed.
      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Treasurer (Mr Reed) the Bill was read a third time and passed to be a proposed law.

13. ADJOURNMENT:
    The Chief Minister (Mr Stone) moved - That the Assembly do now adjourn.
      Debate ensued.
