1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. NOTICE:
The following notice was given:
Mr Perron: To present the Police Administration Amendment Bill 1992 (Serial 109).

4. ADMINISTRATIVE ARRANGEMENTS - ALTERATION TO:
The Leader of Government Business (Mr Setter) advised of a change in Administrative Arrangements: the responsibility
for the Liquor Commission had been transferred from the Minister for Industries and Development (Mr Hatton) to the
Chief Minister (Mr Perron).

5. QUESTIONS:
Questions were asked of Ministers.
Papers tabled: The Minister for Mines and Energy (Mr Coulter) laid on the Table the following Paper -

Northern Territory Position in Respect of the Recommendations of the Industry Commission
Report into Mining and Minerals Processing.

Further questions were asked of Ministers.

6. WORLD CLASS SCHOOLS - PAPER TABLED - MINISTERIAL STATEMENT - PAPER PRINTED - STATEMENT NOTED:
The Minister for Education and the Arts (Mr Stone) laid on the Table a paper entitled "World Class Schools - The
Coalition's Fightback Campaign".
Mr Stone, by leave, made a statement relating thereto.
Mr Stone moved - That the Paper be printed.
Question - put and passed.
The Member for Nhulunbuy (Mr Stirling) moved - That the Assembly take note of the Statement.

7. NORTHERN TERRITORY WOMEN'S STRATEGY - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Chief Minister (Mr Perron) made a statement relating to the Northern Territory Government's Strategy for women.
Paper tabled: Mr Perron laid on the Table the following Paper -

Northern Territory Women's Strategy - A Discussion Paper - Produced by the Office of Women's
Affairs, Department of the Chief Minister, dated March 1992.

Mr Perron moved - That the Assembly take note of the Statement.
Debate ensued.

8. WOMEN'S HEALTH POLICY - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Minister for Health and Community Services (Mr Manzie) made a statement relating to the Government's health policy
for women.
Paper tabled: Mr Manzie laid on the Table the following Paper -

Northern Territory Government - Women's Health Policy.

Mr Manzie moved - That the Assembly take note of the Statement.

9. FURTHER NOTICE:
The following further notice, by leave, was given:

10. MATTER OF PUBLIC IMPORTANCE - NEGATIVED:
The Speaker informed the Assembly that the Leader of the Opposition (Mr Ede) had proposed that the following definite
matter of public importance be submitted to the Assembly for discussion this day:

"the Government's administrative and policy paralysis."

And the proposed discussion having received the necessary support -
The Speaker called on Mr Ede to address the Assembly.

The Leader of the Opposition (Mr Ede) moved - That so much of Standing Orders be suspended as would prevent his moving
the following motion: That this Assembly censures the Government in its failing to stand by the forms of this
Assembly in allowing Members of this Assembly to bring on Matters of Public Importance.
The Leader of Government Business (Mr Setter) moved - That the question be now put.

14. LIQUOR AMENDMENT BILL (No.2) 1991 (Serial 125):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -

The Assembly, according to Order, resolved itself into Committee of the Whole for the consideration of the Bill.

On the motion of the Chief Minister (Mr Perron) the following amendment was agreed to -

Omit "Section 35" and insert in its stead "(1) Section 35".

On the motion of Mr Perron the following further amendment was agreed to -

Add at the end the following:

"(2) The decrease in the amount of certain
licence fees payable effected by regulation 2 of
Regulations 1992, No.4 (Gazette S12 of 28 February
1992) shall, in respect of the licence period
commencing 1 April 1992, be calculated on the cost
into store of liquor containing 3% or less of ethyl
alcohol by volume brought into store during March
1992.".

Clause 6, as amended, agreed to.
Clauses 7 to 11, by leave, taken together and agreed to.
Clause 12 read.

15. AYERS ROCK RESORT CORPORATION BILL 1991 (Serial 107); and YULARA TOURIST VILLAGE MANAGEMENT AMENDMENT BILL 1991
(Serial 108):

Ayers Rock Resort Corporation Bill 1991 (Serial 107):
Clauses 1 to 16, by leave, taken together and agreed to.
Clause 17 read.
The Member for Millner (Mr Parish) moved the following amendment -

Omit clause 17 and insert in its stead the following:

"17. MINISTERIAL CONTROL

"Where the Minister is satisfied that the
moneys of the Corporation under section 20 are in
excess of the amount reasonably required by the
Corporation for the purposes of section 21, the
Minister may, in writing, direct that the whole or
part of that excess be paid by the Corporation to
the Consolidated Fund.".

Debate ensued.
Amendment negatived.
Clause 17 agreed to.
Clause 18 read.
Mr Parish moved the following amendment -

Add at the end the following:

"(5) The Minister shall cause a copy of the
corporate plan to be tabled in the Legislative
Assembly within 3 sitting days of the Assembly after
it was received by the Minister.".

Clauses 19 to 25, by leave, taken together and agreed to.

On the motion of the Minister for Industries and Development (Mr Hatton) the following amendment was agreed
to, after debate -

Omit subclause (1) and insert in its stead the following:

"(1) In this section and section 31 "auditor" means -

(a) a registered company auditor within the meaning of the
Corporations Law (including a firm of auditors one of
the partners of which is so registered) appointed by the
Corporation; or

(b) if the Minister so directs under section 17(1), the
Auditor-General.".

On the motion of Mr Hatton the following further amendment was agreed to -

Add at the end the following:

"(8) Where the Auditor-General is the auditor for
the purposes of this Act, the Auditor-General shall
not report on the affairs of the Corporation except as
provided by or under this Act.".

On the motion of Mr Parish the following further amendment was agreed to -

Add at the end the following:

"(9) In addition to the powers expressly given
under this Act to the auditor, the auditor has such
powers in relation to the audit of the accounts and
records referred to in subsection (4) as a registered
company auditor has in relation to a corporation under
the Corporations Law and that Law, with the necessary
changes, shall apply to the extent necessary to
enforce those powers.".

Clause 26, as amended, agreed to.
Clauses 27 to 29, by leave, taken together and agreed to.
Clause 30 read.
On the motion of Mr Parish the following amendment was agreed to, after debate -

Omit from subclause (1) "subsection (2)" and
insert in its stead "subsection (2) and section
26(9)".

On the motion of Mr Hatton the following further amendment was agreed to -

Omit from subclause (2) "reporting standards
required" and insert in its stead "reporting
obligations imposed and standards required".

Clause 30, as amended, agreed to.

Yulara Tourist Village Management Amendment Bill 1991 (Serial 108):

Mr Parish, by leave, moved the following amendment -

On the motion of Mr Hatton the following amendment was agreed to, after debate -

Omit from clause 3, proposed section 19A.

The Speaker (Mr Dondas) resumed the Chair; the Chairman (Mr Poole) reported that the Committee had considered the
Bills and agreed to the Ayers Rock Resort Corporation Bill 1991 (Serial 107) with amendments and the Yulara Tourist
Village Management Amendment Bill 1991 (Serial 108) with an amendment; and the report was adopted.
On the motion of Mr Hatton the Bills were read a third time and passed to be proposed laws.

16. WORK HEALTH AMENDMENT ACT (No.2) 1991 AMENDMENT BILL 1992 (Serial 128):
Suspension of Standing Orders: The Minister for Lands and Housing (Mr Ortmann) moved - That so much of Standing Orders
be suspended as would prevent the Work Health Amendment Act (No.2) 1991 Amendment Bill 1992 (Serial 128) passing through
all stages at these sittings.

Question - put and passed - there being an absolute majority of the whole number of Members present and no
dissentient voice.
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -

Bill read a second time.
Leave granted for a motion for the third reading of the Bill to be moved forthwith.
