1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

3. PETITION:
      No. 29 - The Member for Brennan (Mr Burke) presented a petition from 1192 petitioners requesting establishment and funding of a permanent Aboriginal Interpreter Service (Paper 1453).

      7. PUBLIC ACCOUNTS COMMITTEE – REPORT NO. 34, INQUIRY INTO THE ROLES OF VARIOUS FUNDING BODIES IN THE DEVELOPMENT AND MAINTENANCE OF ROADS, AIRSTRIPS AND BARGE LANDINGS ON ABORIGINAL COMMUNITIES AND OUTSTATIONS IN THE NORTHERN TERRITORY – REPORT TABLED – REPORT PRINTED - MOTION TO NOTE REPORT:
          The Chairman of the Public Accounts Committee (Mr Poole) laid on the Table Public Accounts Committee Report No. 34 of the inquiring into the Roles of various funding bodies in the development and maintenance of roads, airstrips and barge landings on Aboriginal communities and outstations in the Northern Territory (Paper 1458).
          Mr Poole moved – That the Report be printed.
          Question- put and passed.
          Mr Poole moved – That the Assembly take note of the Report.

      8. STATUTE LAW REVISION BILL (No. 2) 1999 (Serial 171):
          The Chief Minister (Mr Burke), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.
          Bill read a first time.
          Mr Burke moved – That the Bill be now read a second time.
          On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
      9. NEW TAX SYSTEM PRICE EXPLOITATION CODE (NORTHERN TERRITORY) BILL 1999 (Serial 172) and COMPETITION POLICY REFORM (NORTHERN TERRITORY) AMENDMENT BILL 1999 (Serial 173):
          Suspension of Standing Orders: The Treasurer (Mr Reed) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely the New Tax System Price Exploitation Code (Northern Territory) Bill 1999 (Serial 172) and Competition Policy Reform (Northern Territory) Bill 1999 (Serial 173) –

          (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage, and the third readings of the Bills together; and

          (b) the consideration of the Bills separately in Committee of the Whole.

          Question - put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.
          Mr Reed, pursuant to notice, presented a Bill for an Act to apply certain laws of the Commonwealth relating to the New Tax System Price Exploitation Code as laws of the Territory and for related purposes; and a Bill for an Act to amend the Competition Policy Reform (Northern Territory) Act.
          Bills read a first time.
          Mr Reed moved – That the Bills be now read a second time.
          On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.
      10. VETERINARIANS AMENDMENT BILL 1999 (Serial 174):
          The Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Veterinarians Act.
          Bill read a first time.
          Mr Palmer moved – That the Bill be now read a second time.
          On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
      11. STAMP DUTY AMENDMENT BILL 1998 (Serial 92):
          The Order of the Day having been read for the resumption of the debate on the question – That the Bill be now read a second time. –
          Debate resumed.
          Question – put and passed.

          The Assembly resolved itself into Committee of the Whole for the consideration of the Bill.

          On the motion of the Treasurer (Mr Reed) the following amendments were taken together, by leave, and agreed to -
          In clause 5:
            Insert after proposed clause 8E(1)(e) the following:
              '(f) a sibling of the person or the person's spouse; or
              (g) a lineal descendant of a sibling of the person or the person's spouse;'.
          Insert after proposed section 8E(3) the following:
              '(3A) If an instrument that conveys prescribed property is exempt from stamp duty under this section and the next conveyance of the same prescribed property to one or more family members occurs within 5 years after the date of the instrument, the exemption from stamp duty allowed under this section does not apply to that subsequent conveyance.'.

          Bill, as amended, agreed to.
          Bill to be reported with amendments.
          The Assembly resumed.
          The Speaker resumed the Chair, the Chairman (Mr Mitchell) reported that the Committee had considered the bill and agreed to the same, with amendments.
          On the motion of the Treasurer (Mr Reed) the Bill was read a third time and passed to be a proposed law.

      12. LEAVE OF ABSENCE:
          The Leader of Government Business (Mr Palmer) moved – That leave of absence be granted to the Member for Sanderson (Mr Manzie) and the Member for Port Darwin (Mr Stone) for Wednesday 18 August 1999 and Thursday 19 August 1999, due to their attendance to Government business interstate.
          Question – put and passed.

      13. NEXT MEETING:
          The Leader of Government Business (Mr Palmer) moved – That the Assembly at its rising on Thursday 19 August 1999 adjourn until 12 October 1999 at 10:00 h or such other time and/or date as may be set by Mr Speaker, pursuant to Sessional Order.
