1. MEETING:
    The Assembly met at 10:00 h. The Speaker, the Honourable L M Braham, took the Chair.

2. PRAYERS.

3. VISITORS:
    The Speaker (Mrs Braham) drew attention to the presence in the gallery of Year 11 students from Casuarina Senior College and their teacher, Mr Graham Parker.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

4. QUESTIONS:

        Madam Speaker ruled question out of order on the grounds that it did not comply with Standing Order 110 in that the Leader of the Opposition did not have charge of the matter “statehood” nor is the issue on the Notice Paper.

    On the motion of the Leader of the Opposition (Mrs Hickey) debate was adjourned.

6. LEGAL AID AMENDMENT BILL 1998 (Serial 79):
    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend the Legal Aid Act.
    Bill read a first time.
    Mr Stone moved - That the Bill be now read a second time.
    On the motion of the Leader of the Opposition (Mrs Hickey) debate was adjourned.



7. LANDS ACQUISITION AMENDMENT BILL (No. 2) 1998 (Serial 83); LANDS AND MINING TRIBUNAL BILL 1998 (Serial 84); MINING AMENDMENT BILL 1998 (Serial 85); PETROLEUM AMENDMENT BILL 1998 (Serial 86); PETROLEUM (SUBMERGED LANDS) AMENDMENT BILL 1998 (Serial 87); VALIDATION OF TITLES AND ACTIONS AMENDMENT BILL 1998 (Serial 88); and ENERGY PIPELINES AMENDMENT BILL 1998 (Serial 89):
    Suspension of Standing Orders - Take seven Bills together: The Chief Minister (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent seven Bills, namely the Lands Acquisition Amendment Bill (No. 2) 1998 (Serial 83); the Lands and Mining Tribunal Bill 1998 (Serial 84); the Mining Amendment Bill 1998 (Serial 85); the Petroleum Amendment Bill 1998 (Serial 86); the Petroleum (Submerged Lands) Amendment Bill 1998 (Serial 87); the Validation of Titles and Actions Amendment Bill 1998 (Serial 88); and the Energy Pipelines Amendment Bill 1998 (Serial 89) -
    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and
    (b) the consideration of the Bills separately in the Committee of the Whole.
    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
    Mr Stone, pursuant to notice, presented a Bill for an Act to amend the Lands Acquisition Act; a Bill for an Act to establish the Lands and Mining Tribunal; a Bill for an Act to amend the Mining Act; a Bill for an Act to amend the Petroleum Act; a Bill for an Act to amend the Petroleum (Submerged Lands) Act; a Bill for and Act to amend the Validation of Titles and Actions Act 1994; and a Bill for an Act to amend the Energy Pipelines Act.

8. MENTAL HEALTH AND RELATED SERVICES BILL 1998 (Serial 80):
    The Minister for Health, Family and Children's Services (Mr Burke), pursuant to notice, presented a Bill for an Act to provide for the care, treatment and protection of people with mental illness and for related purposes.
    Bill read a first time.
    Mr Burke moved - That the Bill be now read a second time.
    On the motion of the Member for Arafura (Mr Rioli) debate was adjourned.

9. STATEHOOD FOR THE NORTHERN TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The order of the day having been read for the resumption of the debate on the question – That the Assembly take note of the Statement –

    11. DRAFT CONSTITUTION FOR THE STATE OF THE NORTHERN TERRITORY – PAPER TABLED - MOTION TO ADOPT PAPER – MOTION AGREED TO:
      The Minister for Health, Family and Children’s Services (Mr Burke) laid on the Table the following Paper –
    Draft Constitution for the State of the Northern Territory (Paper 552).

      Suspension of Standing Orders: The Minister for Health, Family and Children’s Services (Mr Burke) moved- That so much of Standing Orders be suspended as would prevent me moving a motion forthwith - That the Assembly adopt the document tabled by me this day entitled Draft Constitution for the State of the Northern Territory.
      There being an absolute majority of the whole number of members present and no dissentient voice.
      Question put and passed.
      According to Order the Minister for Health, Family and Children’s Services (Mr Burke) moved - That this Assembly adopt the Draft Constitution for the State of the Northern Territory, tabled by me this day.
      Question put and passed.
    12. ADJOURNMENT:
      The Chief Minister (Mr Stone) moved- That the Assembly do now adjourn.
