1. MEETING:
    The Assembly met at 10:00 h, pursuant to adjournment. The Speaker, the Honourable L M Braham, took the Chair.

2. PRAYERS.

3. VISITORS:
    The Speaker (Mrs Braham) drew the attention of Honourable Members to the presence in the gallery of Year 9 students from Driver High School and their teacher,
    Ms Ruth Sheridan.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.

            (1) apologises to the Aboriginal and Torres Strait Islander people for the policies and practices under which children in the Northern Territory were forcibly separated from their families and expresses deep sorrow and regret at the hurt and distress that this has caused; and
            (2) recognises the critical importance to indigenous Australians and the wider community of a continuing reconciliation process, based on understanding of, and frank apologies for, what has gone wrong in the past - and a total commitment to equal respect in the future.

6. PROPOSED CENSURE OF THE MINISTER FOR LANDS, PLANNING AND ENVIRONMENT - CONTEMPT FOR LAWS OF THE TERRITORY AND HERITAGE OF THE TERRITORY - MOTION NEGATIVED:
    Suspension of Standing Orders - Move a Censure Motion: - The Member for Stuart (Mr Toyne) moved - That so much of Standing Orders be suspended as would prevent him moving a motion censuring the Minister for Lands, Planning and Environment (Mr Palmer).
    The Leader of Government Business (Mr Coulter) informed the Assembly that the Government, pursuant to Standing Order 95, accepted the notice of motion as a censure motion..
    Mr Toyne thereupon moved - That this Assembly censures the Minister for Lands, Planning and Environment for his contempt for the laws of the Territory; his contempt for the heritage of the Territory and his incompetence in handling his portfolio responsibilities (Paper 62).

8. OUTCOMES OF THE LEADERS’ FORUM AND HEADS OF GOVERNMENT MEETINGS, OCTOBER/NOVEMBER 1997 - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Chief Minister (Mr Stone) made a statement relating to the outcomes of the Leaders’ Forum of Premiers and Chief Ministers in Melbourne on 31 October 1997, the Special Premiers’ Conference on Taxation Reform on 6 November 1997 in Canberra, the National Domestic Violence Summit, the Council of Australian Governments and Treaties Council meetings held on 7 November 1997 (Paper 64).

    The Minister for Communications and Advanced Technology (Mr Adamson) made a statement on Northern Territory Directions - Transforming the Track into a Superhighway (Paper 73).

    The Chief Minister (Mr Stone), laid on the Table the Annual Report of the Ombudsman for the Year 1996-97 (Paper 75).
    Mr Stone moved that the report be printed.
    Mr Stone moved that the Assembly take note of the report.

20. REORDERING OF GOVERNMENT BUSINESS:
    The Leader of Government Business (Mr Coulter), moved - That consideration of Order of the Day No 1, Ayers Rock Resort (Sale) Bill 1997, be postponed until after consideration of Order of the Day No 2, resumption of debate on the motion of Mr Stone that the Address-in-Reply be agreed to.

21. ADDRESS-IN-REPLY:
    The order of the day having been read for the resumption of debate on the motion - That the following Address-in-Reply be agreed to:
      “MAY IT PLEASE YOUR HONOUR - We, the Legislative Assembly of the Northern Territory, in Parliament assembled, desire to express our loyalty to our Most Gracious Sovereign, and to thank Your Honour for the Speech which you have been pleased to address to the Assembly.”.
