1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.
2. PRAYERS.
3. CEREMONIAL SMOKING:
The Speaker advised Members that he had agreed to a request from the family of the late Member for Arafura to perform a traditional ceremonial smoking of the Chamber at 1.45 p.m. during the suspension of sittings for lunch
today and invited Members to attend.
4. QUESTIONS:
Questions were asked of Ministers.

The Treasurer (Mr Coulter) laid on the Table the Treasurer's Annual Financial Statements for the year ended
30 June 1992.
Mr Coulter made a statement relating thereto.

from the Notice Paper.

protecting persons from unfair discrimination in certain areas of activity and from sexual harassment and

The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the
Territory Insurance Office Act with the object of enhancing the commercial efficiency, net worth and social role
of the Office while ensuring that it remains answerable to government; and providing for a greater financial and
performance scrutiny of the Office and for disclosure, prudential, monitoring and other standards.

"5. COMPOSITION OF BOARD
"Section 10 of the Principal Act is amended by omitting subsection (1) and substituting the following:
'(1) The Board shall consist of not less than 5 members appointed by the Minister and may, during the Minister's
pleasure, include the Chief Executive Officer.'.".
Clauses 6 to 11, by leave, taken together and agreed to.

Omit from proposed section 19(3) "the Board after consultation with".
Omit from proposed section 19(5) "the Board after consultation with".

On the motion of the Minister for Lands and Housing (Mr Ortmann) the following new clause was inserted in the Bill -

"5. COMPOSITION OF BOARD
"Section 10 of the Principal Act is amended by omitting subsection (1) and substituting the following:
'(1) The Board shall consist of not less than 5 members appointed by the Minister and may, during the Minister's
pleasure, include the Chief Executive Officer.'.".
Clauses 6 to 11, by leave, taken together and agreed to.

The Leader of the Opposition (Mr Ede), by leave, moved the following amendments together -
Omit from proposed section 19(3) "the Board after consultation with".
Omit from proposed section 19(5) "the Board after consultation with".
Omit from proposed section 19(7) "the Board" and intert in its stead "the Minister".
Omit from proposed section 19(8) "the Board after consultation with".
