The Speaker read the following messages from His Honour the Administrator:

I, JAMES HENRY MUIRHEAD, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the
Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill
for an Act to appropriate certain sums out of the Consolidated Fund for the year ending 30 June 1993.

I, JAMES HENRY MUIRHEAD, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the
Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the Legislative Assembly a Bill
for an Act to amend the Taxation (Administration) Act which, in part, provides for the Commissioner of Taxes to refund,
in certain circumstances, tax paid in respect of a hiring arrangement, and further provides for any refund to be
appropriated from the Consolidated Fund.

4. FILE FOOTAGE UPDATE AND BROADCAST OF THE BUDGET SPEECH:
The Speaker, pursuant to Sessional Order, advised the Assembly that he had authorized Channel 8 to take film during Question Time today to update file footage; both Channel 8 and ABC TV to film and record the Treasurer's Budget Speech; and 8 TOP FM to broadcast the Budget speech direct and to re-broadcast it this afternoon.
5. PETITION:
Mr Collins presented a petition from 123 citizens of the Northern Territory requesting that the Assembly provide respite care
facilities in Alice Springs.

7. APPROPRIATION BILL 1992-93 (Serial 163):
The Treasurer (Mr Coulter), presented a Bill for an Act to appropriate certain sums out of the Consolidated Fund for the service of the
year ending 30 June 1993, the subject of His Honour the Administrator's Message No. 5.

Mr Coulter moved that the Bill be now read a second time.

8. CRIMINAL RECORDS (SPENT CONVICTIONS) BILL 1992 (Serial 156) and JUVENILE JUSTICE
AMENDMENT BILL 1992 (Serial 157):
Suspension of Standing Orders: The Attorney-General (Mr Manzie) moved -
That so much of Standing Orders be suspended as would prevent two Bills, the Criminal Records (Spent Convictions) Bill 1992
(Serial 156) and the Juvenile Justice Amendment Bill 1992 (Serial 157) -
(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the
Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Manzie presented a Bill for an Act to facilitate the more effective rehabilitation of certain offenders by providing that, in certain
circumstances, their criminal records relating to relatively minor offences may be spent and not form part of their criminal history,
and for related purposes; and a Bill for an Act to amend the Juvenile Justice Act.
Bills read a first time.
Mr Manzie moved - That the Bills be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.
9. MUTUAL RECOGNITION (NORTHERN TERRITORY) BILL 1992 (Serial 155):
The Chief Minister (Mr Perron), pursuant to notice, presented a Bill for an Act relating to the recognition of regulatory standards adopted in
Australia regarding goods and occupations.
Bill read a first time.
Mr Perron moved - That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.
10. MINING AMENDMENT BILL (No.2) 1992 (Serial 154):
The Minister for Mines and Energy (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Mining Act.

On the motion of the Attorney-General (Mr Manzie) the following new clause was inserted in the Bill -
"3A. AMENDMENT OF MINING AMENDMENT ACT 1992
(1) Section 2 of the Mining Amendment Act 1992 is amended by omitting 'Water Act 1991' and substituting
'Water Act 1992'.
(2) The amendment made for subsection (1) shall be deemed to have come into operation immediately before the
commencement of the Water Act 1992.".
Clauses 4 to 12, by leave, taken together and agreed to, after debate.

On the motion of Mr Manzie the following amendment was agreed to -
Insert before the item relating to the Education Act the following:
"Crown Lands Act
Section 75(3) 'section 72,' 'section 73'".
On the motion of Mr Manzie the following further amendment was agreed to -
Omit the item relating to the Juries Act.
On the motion of Mr Manzie the following further amendment was agreed to -
Insert before the item relating to the Petroleum Act the following:
"Pastoral Land Act
Section 101(2)(b) 'section 91' 'section 92'".
Schedule, as amended, agreed to.
