1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITIONS:
Mr Poole presented a petition from 49 citizens of the Northern Territory objecting to proposed cuts in education funding.
Petition read.
Mr Bell presented a petition from 80 citizens of the Northern Territory objecting to proposed cuts in education funding.
Petition read.
Mr Bell presented a petition from 74 citizens of the Northern Territory requesting that the Assembly reject a rezoning
application of Northern Territory Portion 1994 Petrick Road, Alice Springs.
Petition read.

4. QUESTIONS:
Questions were asked of Ministers.
Paper tabled: The Member for Wanguri (Mr Bailey), by leave, laid on the Table the following Paper -

Further questions were asked of Ministers.
Supplementary answers were given, by leave, by the Minister for Health and Community Services (Mr Manzie) to questions raised
during the Committee stages of the Appropriation Bill 1991-92.
A supplementary answer was given by Mr Manzie to a question asked by the Member for Greatorex (Mr Collins) this day.
A supplementary answer was given by Mr Manzie to a question asked by the Member for Nelson (Mrs Padgham-Purich) during Question Time on Tuesday 8 October 1991.
A supplementary answer was given by the Minister for Sport, Recreation, Ethnic Affairs and Local Government (Mr Vale) to a question asked by the Member for Arafura
(Mr Tipiloura) this day.

5. SUBORDINATE LEGISLATION AND TABLED PAPERS COMMITTEE, FOURTH REPORT:
The Chairman of the Subordinate Legislation and Tabled Papers Committee (Mr Setter) laid on the Table the Fourth Report of the Subordinate Legislation
and Tabled Papers Committee.

6. WATERFRONT REFORM - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Transport and Works (Mr Finch) made a statement relating to Waterfront Reform.
Mr Finch moved - That the Assembly take note of the Statement.

of General Business, Order of the Day No 7, relating to the Report of the Committee of Privileges on an item broadcast by Channel 8 6.30 p.m. News on 1 May 1991.

8. COMMITTEE OF PRIVILEGES, REPORT, 6.30 pm NEWS ITEM ON CHANNEL 8 OF 1 MAY 1991 - PAPER TABLED - PAPER PRINTED - REPORT ADOPTED:

9. ORDER FOR MR A.G. BRUYN, ACTING GENERAL MANAGER, CHANNEL 8, TO ATTEND THE ASSEMBLY:
The Attorney-General (Mr Manzie) moved - That Mr Andrew George Bruyn, Acting General Manager of Territory Television Pty Limited - Channel 8 - do attend the
Legislative Assembly on behalf of Channel 8 at 10.00 a.m. on Thursday 10 October 1991.

10. MATTER OF PUBLIC IMPORTANCE - TRADE LINK WITH ASIA:
The Speaker informed the Assembly that the Leader of the Opposition (Mr Ede) had proposed that the following definite matter of public importance be
submitted to the Assembly for discussion this day:

'this Government's failure to research, promote and work toward the completion of a trade link with Asia comprising a
standard gauge railway from Alice Springs to Darwin and modern port facilities in or near Darwin.'

And the proposed discussion having received the necessary support -
The Speaker called on Mr Ede to address the Assembly.
Discussion ensued.
Discussion concluded.

11. NOTICES:
The following notices were given, by leave:
Mr Manzie: To move - That Standing Order 18 be amended by adding at the end the following paragraph:

"(2) The Committee shall have power to send for persons, papers and records, to adjourn from place to place,
to meet and transact business in public or private session and to sit during any adjournment of the Assembly.".

12. TAXATION (ADMINISTRATION) AMENDMENT BILL (No 2) 1991 (Serial 96); and STAMP DUTY AMENDMENT BILL (No 2) 1991 (Serial 97):
Suspension of Standing Orders - Take two Bills together:
The Treasurer (Mr Coulter) moved - That so much of Standing Orders be suspended as would prevent two Bills, the Taxation (Administration) Amendment Bill (No 2) 1991 (Serial 96) and the Stamp Duty Amendment Bill (No 2) 1991 (Serial 97) -

(a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings,
the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in the Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
The Treasurer (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Taxation (Administration) Act; and a Bill for an Act to amend the Stamp Duty Act.

Mr Coulter moved - That the Bills be now read a second time.

13. BUSINESS POSTPONED:
The Leader of Government Business (Mr Setter) moved - That consideration of Government Business, Notice No 3, relating to the Firearms Bill 1991 (Serial 98)
be postponed until after consideration of Notice No.4 relating to the Corporations (Northern Territory) Amendment Bill (No 2) 1991 (Serial 100).

14. CORPORATIONS (NORTHERN TERRITORY) AMENDMENT BILL (No 2) 1991 (Serial 100):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Corporations (Northern Territory) Act, to repeal the
National Companies and Securities Commission (Northern Territory Provisions) Act and for other purposes.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.

15. FIREARMS BILL 1991 (Serial 98):
The Chief Minister (Mr Perron), pursuant to notice, presented a Bill for an Act relating to firearms.

16. EDUCATION AMENDMENT BILL (No 3) 1991 (Serial 103):
The Minister for Education (Mr Stone), pursuant to notice, presented a Bill for a Act to amend the Education Act.

17. TERRITORY INSURANCE OFFICE AMENDMENT BILL (No 2) 1991 (Serial 102):
The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend the Territory Insurance Office Act.
Bill read a first time.
Mr Ortmann moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

18. TRUSTEE AMENDMENT BILL 1991 (Serial 84):
The Assembly, according to order, resolved itself into Committee of the Whole for the further consideration of the Bill.

The Committee resumed consideration of the Bill as a whole.
The Member for Macdonnell (Mr Bell) moved the following amendment to clause 4 -

Omit proposed paragraph (pa) and insert in its stead the following:

"(pa) in debentures, securities or promissory or other notes issued -

(i) by the AustralianTelecommunications Corporation, or by any corporation declared
by the Minister by notice in the Gazette to be a successor to that body; and

(ii) on such terms and conditions, if any, as the Minister specifies by notice in the
Gazette,

but so that trust funds shall not be invested by virtue of this paragraph after 31 December 1992.".

Amendment agreed to, after debate.
Bill, as amended, agreed to.
Bill to be reported with an amendment.

22. OMBUDSMAN, APPOINTMENT OF MR IAN KNIGHT - MOTION AGREED TO:
The Chief Minister (Mr Perron), by leave, moved - That this Assembly recommend to His Honour the Administrator that he appoint Mr Ian Victor Knight
to hold the Office of Ombudsman for the Northern Territory with effect from 28 October 1991 for a period of five years.
Debate ensued.
