1. MEETING:
The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
The Speaker (Mr McCarthy) advised Honourable Members of the presence in the public galleries of Year 7 and Year 8 students from Essington School, accompanied by their teacher Ms Judith Staudte.
On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. PETITIONS:
The Member for Fannie Bay (Ms Martin), by leave, presented a petition from (321 petitioners) requesting the Assembly to alleviate the anti-social behavior menace in the Stuart Park area (Paper 2026).
Petition read.

The Member for Stuart (Mr Toyne) presented a petition from (51 petitioners) relating to provision of library and IT resources and the continuation of the Lookshow programs in the Alice Springs Education Centre (Paper 2027).
Petition read.

5. NOTICES:
The following notices were given:
Mr Reed: To present the Territory Parks and Wildlife Conservation Amendment Bill 2000 (Serial 260).
Mr Burke: To present the Surveillance Devices Bill 2000 (Serial 254).

7. RESIDENTIAL BUILDING INDEMNITY SCHEME, DISCUSSION PAPER – MOTION TO NOTE PAPER:
The Minister for Lands, Planning and Environment (Mr Baldwin) laid on the Table a Residential Building Indemnity Scheme, Discussion Paper (Paper 2030).
Mr Baldwin made a statement relating thereto.
Mr Baldwin moved – That the Assembly take note of the paper and statement.
Debate ensued.
On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.

8. PUBLIC SERVICE, RESEARCH AND INNOVATION – MINISTERIAL STATEMENT – STATEMENT NOTED:
The Chief Minister (Mr Burke) made a statement relating to the research and innovation work achieved by the Northern Territory Public Service under the auspices of the government (Paper 2031).
Mr Burke moved - That the Assembly take note of the statement.
Debate ensued.

9. MATTER OF PUBLIC IMPORTANCE – ALICE SPRINGS ALCOHOL ISSUES SURVEY:
The Speaker advised that the Member for Stuart (Mr Toyne) had proposed as a definite matter of public importance for discussion this day:

The failure of the CLP Government to offer prompt and appropriate responses to the recommendations of the Alice Springs Alcohol Issues Survey.

The proposed discussion having received the necessary support -
The Speaker thereupon called Mr Toyne to address the Assembly.
Discussion ensued.
Discussion concluded.

10. COMMERCIAL AND PRIVATE AGENTS LICENSING AMENDMENT BILL 2000 (Serial 257):
The Minister for Industries and Business (Mr Baldwin), pursuant to notice, presented a Bill for an Act to amend the Commercial and Private Agents Licensing Act.
Bill read a first time.
Mr Baldwin moved - That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.

11. MARINE AMENDMENT BILL 2000 (Serial 259):
The Minister for Transport and Infrastructure Development (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Marine Act.
Bill read a first time.
Mr Palmer moved – That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Ms Martin) debate was adjourned.

12.ADJOURNMENT:
The Leader of Government Business (Mr Palmer) moved – That the Assembly do now adjourn.
Debate ensued.
Question – put and passed.
And the Assembly adjourned at 19:54 h until 10:00 h on Wednesday 16 August 2000.
