1. MEETING:
    The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. PETITION:
    The Member for Nhulunbuy (Mr Stirling) presented a petition from 1037 petitioners requesting the Assembly directs the Commissioner for Public Employment to enter into a separate enterprise bargaining agreement with the Northern Territory Branch of the Australian Education Union.
      Petition read.

4. DISTINGUISHED VISITOR:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of the Honourable Kevin Lyons, former Speaker, Deputy Premier and Minister of the Tasmanian House of Assembly.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

5. VISITORS:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Associate Diploma students from the Faculty of Aboriginal and Islander Studies at the Northern Territory University, and their lecturer Mr Lester Thompson; and Year 6 and 7 students from Holy Family School and their teachers Ms Debbie Dunne and Ms Gail Smith.
      On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

    Questions were asked of Ministers.

      Further questions were asked of Ministers.
    Paper tabled: The Member for Fannie Bay (Ms Martin), by leave, laid on the Table the following Paper -

    Country Liberal Party election promises - Womens Health Tomorrow (Paper 2009).

    A further question was asked of a Minister.
8. PERSONAL EXPLANATION:
    The Deputy Leader of the Opposition (Mrs Hickey), pursuant to Standing Order 57, made a personal explanation relating to comments made by the Chief Minister (Mr Stone) during Question Time this day regarding the group Women of the Barkly and a document produced by the group.
9. SUPPLEMENTARY ANSWER:
    The Minister for Health Services (Mr Finch) gave a supplementary answer to a question asked by the Member for Nelson (Mrs Padgham-Purich) during Question Time on Tuesday 17 October 1995.

10. SERVICES TO TERRITORY BUSINESSES - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Minister for Asian Relations, Trade and Industry (Mr Poole) made a statement relating to the services provided by the Department of Asian Relations, Trade and Industry to the Territory business community (Paper 2008).
      Mr Poole moved - That the Assembly take note of the Statement.
      Debate ensued.

    Personal explanation: The Member for Macdonnell (Mr Bell), pursuant to Standing Order 57, made a personal explanation in relation to comments made by the Deputy Chief Minister (Mr Reed) during debate.

    Disturbance in the Public Galleries: There being a disturbance in the Public Galleries the Speaker suspended the sitting and advised that the Assembly would resume upon the clearing of the galleries.

11. TREASURERS ANNUAL FINANCIAL STATEMENT, 1994-95 - STATEMENT - PAPERS TABLED - MOTION TO NOTE STATEMENT:
    The Treasurer (Mr Reed) made a Statement relating to the Treasurers Annual Financial Statement.
      Papers tabled: Mr Reed laid on the Table the following Papers -

      Treasurers Annual financial Statement for the year ended 30 June 1995 (Paper 2011); and

      Statistical Supplement to the Treasurers Annual Financial Statement for the year ended 30 June 1995 (Paper 2012).

      Mr Reed moved - That the Assembly take note of the Statement.
      On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.

12. MATTER OF PUBLIC IMPORTANCE - SEPARATE ENTERPRISE AGREEMENT FOR NORTHERN TERRITORY TEACHERS:
    The Speaker informed the Assembly that the Member for Nhulunbuy (Mr Stirling) had proposed the following definite matter of public importance be submitted to the Assembly for discussion this day -
      the failure of the Northern Territory Government to respond adequately to the legitimate demands of Territory teachers, in particular their demand for a separate enterprise agreement, resulting in continuing disruption to education services in the Northern Territory.

      The proposed discussion having received the necessary support -
      The Speaker called on Mr Stirling to address the Assembly.
      Discussion ensued.
    The Member for Wanguri (Mr Bailey), pursuant to Standing Order 255, requested that the Minister for Public Employment (Mr Finch) table the document from which he was quoting.

13. ABATTOIRS AND SLAUGHTERING AMENDMENT BILL 1995 (Serial 109):
    The Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to amend the Abattoirs and Slaughtering Act.
      Bill read a first time.
      Mr Palmer moved - That the Bill be now read a second time.
      On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

14. NORTHERN TERRITORY PRODUCTS SYMBOL AMENDMENT BILL 1995 (Serial 114):
    The Minister for Asian Relations, Trade and Industry (Mr Poole), pursuant to notice, presented a Bill for an Act to amend the Northern Territory Products Symbol Act.
      Bill read a first time.
      Mr Poole moved - That the Bill be now read a second time.
      On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

15. PERSONAL EXPLANATION:
    The Leader of the Opposition (Mr Ede), pursuant to Standing Order 57, made a personal explanation relating to comments made by the Chief Minister (Mr Stone) in Question Time this day in response to a question asked by the Member for Braitling (Mrs Braham).

16.SESSIONAL COMMITTEE OF THE ENVIRONMENT - REPORT INTO MATTERS RELATING TO ENVIRONMENTAL PROTECTION AND MULTIPLE USE OF WETLANDS ASSOCIATED WITH THE MARY RIVER SYSTEM - PAPER TABLED - PAPER NOTED:
    The order of the day having been read for the resumption of the debate on the question - That the Assembly take note of the Paper -
