1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. UNPARLIAMENTARY BEHAVIOUR - STATEMENT BY SPEAKER:
The Speaker made a statement relating to appropriate behaviour in the Assembly.

4. QUESTIONS:
Questions were asked of Ministers.

5. PERSONAL EXPLANATION:
The Member for Karama (Mr Palmer), by leave, made a personal explanation, pursuant to Standing Order 57, regarding
comments made by the Deputy Leader of the Opposition (Mr Bailey) on 3 March 1992 relating to meetings of the
Public Accounts Committee.

6. SUPPLEMENTARY ANSWER:
The Minister for Health and Community Services (Mr Manzie), by leave, gave an answer to a question asked by the Deputy
Leader of the Opposition (Mr Bailey) during Question Time on 4 March 1992.

7. PLANS OF MANAGEMENT FOR TERRITORY PARKS AND RESERVES - PAPERS TABLED - MINISTERIAL STATEMENT - MOTION TO NOTE
PAPERS:
The Minister for Conservation (Mr Reed) laid on the Table the following Papers -

Mr Reed moved - That the Assembly take note of the Papers.

8. LAND AND BUSINESS AGENTS AMENDMENT BILL 1992 (Serial 136):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Land and Business
Agents Act.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

9. CRIMES (FORFEITURE OF PROCEEDS) AMENDMENT BILL 1992 (Serial 127):
The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Crimes (Forfeiture
of Proceeds) Act.
Bill read a first time.
Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

10. PUBLIC SECTOR EMPLOYMENT (INTERIM ARRANGEMENTS) BILL 1992 (Serial 132):
The Minister for Employment and Training (Mr Stone), pursuant to notice, presented a Bill for an Act to allow for
contracts relating to the employment of certain senior officers in positions in Public Sector employment to be
entered into, and relating to the effect of those contracts.
Bill read a first time.
Mr Stone moved - That the Bill be now read a second time.
On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.

11. WATER (CONSEQUENTIAL AMENDMENTS) BILL 1992 (Serial 133):
The Minister for Transport and Works (Mr Finch), pursuant to notice, presented a Bill for an Act to amend various Acts
consequential on the passing of the Water Act 1992.
Bill read a first time.
Mr Finch moved - That the Bill be now read a second time.
On the motion of the Member for Arnhem (Mr Lanhupuy) debate was adjourned.

12. PASTORAL LAND (CONSEQUENTIAL AMENDMENTS) BILL 1992 (Serial 134):
The Minister for Lands and Housing (Mr Ortmann), pursuant to notice, presented a Bill for an Act to amend various Acts
consequential on the passing of the Pastoral Land Act 1992.
Bill read a first time.
Mr Ortmann moved - That the Bill be now read a second time.
On the motion of the Member for Victoria River (Mr Cartwright) debate was adjourned.

13. LEGISLATIVE ASSEMBLY MEMBERS' SUPERANNUATION AMENDMENT BILL 1992 (Serial 129); and SUPERANNUATION AMENDMENT BILL 1992
(Serial 130):
Suspension of Standing Orders: The Chief Minister Mr Perron) moved - That so much of Standing Orders be
suspended as would prevent two Bills, the Legislative Assembly Members' Superannuation Amendment Bill 1992
(Serial 129); and the Superannuation Amendment Bill 1992 (Serial 130) -

(a) being presented and read a first time together and one motion being put in regard to, respectively,
the second readings, the Committee's report stage, and the third readings of the Bills together; and

(b) the consideration of the Bills separately in Committee of the Whole.

Question - put and passed - there being an absolute majority of the whole number of Members present and no
dissentient voice.
Mr Perron, at the request and on behalf of the Treasurer Mr Coulter), pursuant to notice, presented a Bill for an
Act to amend the Legislative Assembly Members' Superannuation Act; and a Bill for an Act to amend the
Superannuation Act.
Bills read a first time.
Mr Perron moved - That the Bills be now read a second time.
On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.

14. FINANCIAL ADMINISTRATION AND AUDIT AMENDMENT BILL 1992 (Serial 135):
The Chief Minister (Mr Perron) at the request and on behalf of the Treasurer (Mr Coulter), pursuant to notice, presented
a Bill for an Act to amend the Financial Administration and Audit Act.
Bill read a first time.
Mr Perron moved - That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.

15. SPECIAL ADJOURNMENT:
The Leader of Government Business (Mr Setter) moved - That the Assembly at its rising adjourn until Tuesday 12 May 1992
at 10.00 a.m. or such other time and/or day as may be set by Mr Speaker, pursuant to Sessional Order.
