1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITIONS:
Mr Ede presented a petition from 168 citizens of the Northern Territory requesting that the Assembly support the establishment of,
and funding for, a recycling facility in Alice Springs.
Petition read.
Mr Ede presented a petition from 518 citizens of, and visitors to, the Northern Territory requesting that the Assembly prevent
mining at Mud Tank Zircon Field and declare the area a fossicking reserve.
Petition read.

4. NOTICES:
The following notices were given:
Mr Coulter: To present the Taxation (Administration) Amendment Bill No 2) 1991 (Serial 96).
Mr Coulter: To present the Stamp Duty Amendment Bill (No 2) 1991 (Serial 97).
Mr Perron: To present the Firearms Bill 1991 (Serial 98).
Mr Manzie: To present the Corporations (Northern Territory) Amendment Bill (No 2) 1991 (Serial 100).
Mr Stone: To present the Education Amendment Bill (No 3) 1991(Serial 103).

5. QUESTIONS:
Questions were asked of Ministers.
A supplementary answer was given by the Minister for Transport and Works (Mr Finch) to a question asked by the Member for Nelson
(Mrs Padgham-Purich) on Tuesday 1 October 1991.
A supplementary answer was given by the Minister for Education (Mr Stone) to a question asked by the Member for Wanguri (Mr Bailey)
on Tuesday 1 October 1991.
Supplementary answers were given, by leave, to questions asked of the Minister for Industries and Development (Mr Hatton) during the
Committee stages of the Appropriation Bill 1991-92 on 2 and 3 October 1991.

6. OMBUDSMAN, THIRTEENTH ANNUAL REPORT, 1990-91 - PAPER TABLED - PAPER PRINTED - MOTION TO NOTE PAPER:
The Chief Minister (Mr Perron) laid on the Table the Thirteenth Annual Report of the Ombudsman, 1990-91.
Mr Perron moved - That the Report be printed.
Question - put and passed.
Mr Perron moved - That the Assembly take note of the Paper.
On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.

7. COMMITTEE OF PRIVILEGES, REPORT, 6.30 pm NEWS ITEM ON CHANNEL 8 OF 1 MAY 1991 - PAPER TABLED - PAPER PRINTED - MOTION TO ADOPT REPORT:
The Chairman of the Committee of Privileges (Mr Manzie) laid on the Table the Report of the Committee of Privileges on an Item in the 6.30 p.m. News
on Channel 8, 1 May 1991, relating to the Mulholland Advice.
Mr Manzie moved - That the Report be printed.
Question - put and passed.
Mr Manzie moved - That the Report be adopted.
Ordered - That the debate be adjourned and that Mr Manzie have leave to continue his speech at a later hour.

8. STANDING ORDERS COMMITTEE - CHANGE OF MEMBERSHIP:
The Leader of Government Business (Mr Setter) moved - That Mr Coulter be discharged from further attendance on the Standing Orders Committee and
that Mr Setter be appointed to be a member of the Committee in his stead.

9. PASTORAL PROPERTIES PURCHASED BY ABORIGINAL INTERESTS - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Minister for Lands and Housing (Mr Ortmann) made a statement relating to the purchase of Pastoral Properties by Aboriginal Interests.
Mr Ortmann moved - That the Assembly take note of the Statement.

The Attorney-General (Mr Manzie), pursuant to notice, presented a Bill for an Act to amend the Local Court Act.

Mr Manzie moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.

12. ORDER OF BUSINESS:
The Leader of Government Business (Mr Setter) moved - That consideration of Government Business be postponed until after consideration of General Business,
Order of the Day No 1, relating to the Report of the Sessional Committee on the Use and Abuse of Alcohol by the Community.
