1. MEETING
The Assembly met at 10.00 a.m., pursuant to resolution of the Assembly, dated 3 March 1994.
The Speaker, the Honourable N.M. Dondas, took the Chair.

2. PRAYERS.

3. PETITION:
The Member for Nhulunbuy (Mr Stirling) presented a petition from 253 citizens of the Northern Territory requesting the
Assembly to change the name of the Gove Bulman Track from the Central Arnhem Road to the Snowy Noakes Track.
Petition read.

4. NOTICES:
The following notices were given:
Mr Bailey: To move -

(1) That, in accordance with paragraph 2(d)(i) of Standing Order 21A, this House refers to the Public Accounts
Committee for inquiry and report - the State Square Project; and

(2) That the Committee particularly report on:

(a) the application of "fast tracking" techniques as applied to large construction
projects and the proper control processes relating thereto;

(b) a review of the accounts and records of the State Square Project which
includes payments made by the Project Manager to the Contractors and
Subcontractors;

(c) the costs involved as a result of the Executive Government's negotiating a
contractual application before the project was completely defined;

(d) the specific details of the contractual agreement between the Northern
Territory and Tipperary Developments, dated 23 November 1988, in relation
to the principal and the client and the effect of those arrangements on the
control and direction of the project;

(e) the costing of design changes as a result of the decision to include
accommodation for the Executive, State Library and Leader of the Opposition;

(f) the legal requirements for fulfilling contractual arrangements related to the project;

(g) the local contractor premium and the resultant costs to the project;

(h) the charter of the Sessional Committee on the New Parliament House and the
actual role of the Committee in the project decision making and the control and
direction of the project;

(i) the need for independent expert evidence of the commerciality or otherwise of
the terms of contract for Tipperary Developments and Multiplex given that the
job did not go to tender;

(j) the concerns over the payments to subcontractors as a result of overruns and delays;

(k) the reasons why the escalation of costs related to the project is in the order of 43%
while inflation over the period has been approximately 18%; and

(l) all matters raised in the Auditor-General's reports of 1989-90 and 1990-91 in relation
to the State Square Project and, in particular:

(i) the need for more formal examination of the Project Manager's records;

(ii) whether the Department of Transport and Works was provided with adequate
contract and tender documentation; and

(iii) the apparent documented criteria for determining what constitutes unfair or
unreasonably high prices from local suppliers.

Mr Ede: To move - That this Assembly -

(1) notes the increasing attractiveness of Australia as a regional base for corporations
wishing to operate in the rapidly developing East and South-east Asian region;

(2) is aware of the very substantial benefits that would accrue to the Territory should it
become the base for a substantial number of these corporations;

(3) notes that Darwin is particularly well placed to serve as a base for corporations
involved in the service industries;

(4) resolves to act expeditiously to remove impediments to their relocation; and

(5) resolves to turn our best efforts to persuade corporations providing
tertiary level services to locate their regional headquarters in Darwin.

Mr Bell: To move That - This Assembly -

(1) expresses its deep concern at the CLP Government's failure in the open and just
management of the Brucellosis and Tuberculosis Eradication Campaign evidenced
by the Government's confession that many of its actions were unlawful; and

(2) welcomes the undertaking that a Territory Labor Government will conduct an open
review of the campaign and take the case of Territory producers to the Ministerial
Council and to producer organisations.

Mrs Hickey: To move - That this Assembly -

expresses its concern with the sustained mismanagement by the CLP Government which has
led to declining standards in our health system.

7. TRIBUTES TO THE LATE NOEL LYTTON BUNTINE - PAPER TABLED - STATEMENT:
The Speaker laid on the Table a compilation of speeches made in tribute to the late Noel Lytton Buntine by Members during
the last sittings of the Legislative Assembly.
The Speaker advised that, with the concurrence of Members, he proposed that the tributes be bound and presented to the
wife and family of the late Mr Buntine as an appropriate mark of the esteem in which he was held by Members of the
Legislative Assembly.

8. COMMONWEALTH DAY MESSAGE - PAPER TABLED:
The Speaker laid on the Table a copy of Her Majesty the Queen's Commonwealth Day Message, dated 14 March 1994.
With the concurrence of Members the Message was incorporated in Hansard.

9. POLICY CHOICES FACING TERRITORIANS - MINISTERIAL STATEMENT - STATEMENT NOTED:
The Chief Minister (Mr Perron) made a statement relating to the policy choices faced by Territorians in the election year.

10. MATTER OF PUBLIC IMPORTANCE - RIGHT TO EMPLOYMENT:
The Speaker informed the Assembly that the Member for Nhulunbuy (Mr Stirling) had proposed that the following
definite matter of public importance be submitted to the Assembly for discussion this day:

"the need for a co-ordinated approach to meet the basic right of Territorians to full time and secure employment."

And the proposed discussion having received the necessary support: The Speaker called on Mr Stirling to address
the Assembly.
