1. MEETING:
    The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. PETITION:
The Member for Fannie Bay (Ms Martin) presented a petition No. 35 from 278 petitioners opposing the rezoning of Lots 1974 and 1975, Town of Darwin from R3 residential to B3 Commercial (Paper 1720).
    Petition read.

4. NOTICES:
    The following notices were given:

6. NORTHERN TERRITORY GOVERNMENT SUPPLIER STRATEGY FOR GST - MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Treasurer (Mr Reed) made a statement relating to the government initiative to assist local businesses with their preparation for the introduction of the Commonwealth’s Goods and Services Tax (Paper 1722).
    Mr Reed moved – That the Assembly take note of the Statement.
    Debate ensued.
    Paper tabled: The Treasurer (Mr Reed) laid on the Table the following Paper –
GST the New Zealand Message (Paper 1723).
    Debate continued.

7. FURTHER NOTICE:
    The following further notice was given, by leave, -
    Mr Stirling: To move a motion in the following terms – That the matter of the Chief Minister’s misleading answers to questions on 25th February and 29th February 2000 be referred to the Committee of Privileges.

8. MATTER OF PUBLIC IMPORTANCE – RENAL FAILURE:
    The Speaker advised that the Member for Wanguri (Mr Henderson) had proposed as a definite matter of public importance for discussion this day:
      The increasing incidence of renal failure in the Territory and the inadequacy of Government strategies to address this issue.
    The proposed discussion having received the necessary support –
    The Speaker called upon Mr Henderson to address the Assembly.
    Discussion ensued.

9. STATUTE LAW REVISION BILL 2000 (Serial 217):
    The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.
    Bill read a first time.
    Mr Burke moved – That the Bill be now read a second time.
    On the motion of the Member for Arnhem (Mr Ah Kit) debate was adjourned.

10. FOUNDATIONS FOR OUR FUTURE – MINISTERIAL STATEMENT – STATEMENT NOTED:
    The Order of the Day having been read for the resumption of debate on the question – That the Assembly take note of the Statement -
    Debate resumed.
    Paper tabled: The Chief Minister (Mr Burke) laid on the Table the following Paper –
Australia’s Northern Territory Foundations for Our Future – Working Together (Paper 1724).
    Debate continued.
    Question – put and passed.
11. ALTERATION OF ORDER OF BUSINESS:
    The Leader of Government Business (Mr Palmer) moved – That intervening business be postponed until after consideration of Government Business, Notices relating to the Juvenile Justice Amendment Bill 2000 (Serial 220) and Justices Amendment Bill 2000 (Serial 219).
    Question – put and passed.
12. JUSTICES AMENDMENT BILL 2000 (Serial 219) and JUVENILE JUSTICE AMENDMENT BILL 2000 (Serial 220):
    Suspension of Standing Orders: The Chief Minister (Mr Burke) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely theJustices Amendment Bill 2000 (Serial 219) and Juvenile Justice Amendment Bill 2000 (Serial 220) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the committee’s report stage, and the third readings of the Bills together; and
      (b) the consideration of the Bills separately in Committee of the Whole.
    Question – put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.
    Mr Burke, pursuant to notice, presented a Bill for an Act to amend the Justices Act and regulations made under that Act; and a Bill for an Act to amend the Juvenile Justices Act and regulations made under that Act.
    Bills read a first time.
    Mr Burke moved – That the Bills be now read a second time.
    Debate ensued.
    On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
13. ALTERATION OF ORDER OF BUSINESS:
    The Leader of Government Business (Mr Palmer) moved – That intervening business be postponed until after consideration of General Business, Orders of the Day No 2, relating to debate on the November Report of the Sessional Committee on the Environment.
    Question – put and passed.
14. SESSIONAL COMMITTEE ON THE ENVIRONMENT, NOVEMBER 1999 REPORT – REPORT NOTED:
