1. MEETING:
      The Assembly met at 10.00 h, pursuant to resolution of the Assembly, dated Thursday 22 June 2000. The Speaker, the Honourable T R McCarthy, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Honourable Members of the presence in the public galleries of Japanese exchange students from Casuarina Secondary College accompanied by their teacher Ms Jenny Shepherd.

      On behalf of all Honourable Members Mr Speaker extended a warm welcome to the visitors.

4. CONDOLENCE - Rev Dr FRANCIS STANISLAUS (FRANK) FLYNN MSC, AC:
      The Speaker, Honourable T R McCarthy, advised Honourable Members of the death, on Saturday 29 July 2000 of Rev Dr Francis Stanislaus (Frank) Flynn MSC, AC.
      The Chief Minister (Mr Burke), by leave, moved - That this Assembly express its deep regret at the death ofRev Dr Francis Stanislaus (Frank) Flynn MSC, AC, and place on record its appreciation of his long and distinguished service to the people of the Northern Territory and tender its profound sympathy to his family and members of his religious congregation (Paper 1988).
      The Chief Minister addressed the Assembly.

8.REVISED HOMENORTH HOMESTART PROGRAM – DEVELOPMENTS IN HOME OWNERSHIP- MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Housing (Mrs Braham) made a statement relating to the impact of HomeNorth schemes and Housing 2003 (Paper 2002).
      Mrs Braham moved – That the Assembly take note of the statement.

      The Minister for Asian Relations and Trade (Mr Manzie) made a statement relating to the Northern Territory ‘Expo 2000’ at the Darwin High School (Paper 2008).
      Mr Manzie moved – That the Assembly take note of the statement.

10.APPROPRIATION (ADELAIDE TO DARWIN RAILWAY) BILL 2000 (Serial 251):
      The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

      Bill read a second time.
      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
      On the motion of the Treasurer (Mr Reed) the Bill was read a third time and passed to be a proposed law.
