1. MEETING:
- The Assembly met at 10.00 h. The Speaker, the Honourable T R McCarthy, took the Chair.

3. DISTINGUISHED VISITORS:
- The Speaker (Mr McCarthy) drew Members attention to the presence in the Speaker’s Gallery of Dr Phankham, Deputy Chief of Human Resources; Dr Thongloun, Permanent Member of the Standing Committee and Chairperson of the Committee on Foreign Affairs; Mr Samane, Deputy-Chief of the National Assembly’s Office; Mr Thayaphone, Member for Khammuan Province; Mr Khampong, Member for Vientiane Prefecture; Dr Thongphanh, Vice-Chairwoman of the Socio-cultural Affairs Committee; and Mr Thongda, Deputy-Director of Foreign Affairs, Department of the National Assembly – parliamentarians and party officials from the Lao National Assembly visiting Darwin on a study tour accompanied by Dr Christine Fletcher.
On behalf of all honourable Members, Mr Speaker extended a warm welcome to the distinguished visitors.
- The Speaker (Mr McCarthy) acknowledged the presence in the Gallery of Year 5 and 6 students from St Paul’s Primary School accompanied by their teachers Mr Dirk Benson and Ms Jan Kitchingman.
On behalf of all honourable Members, Mr Speaker extended a warm welcome to the students.

8. ARAFURA GAMES 1999 - MINISTERIAL STATEMENT – STATEMENT NOTED:
- The Minister for Sport and Recreation (Mr Lugg) made a statement relating to the conduct and outcomes of the 1999 Arafura Games (Paper 1450).
Mr Lugg moved – That the Assembly take note of the Statement.
Debate ensued.
Question – put and passed.
- The Speaker advised that the Member for Nhulunbuy (Mr Stirling) had proposed the following definite matter of public importance for discussion this day:
- The need for the Northern Territory Government to accept its responsibility to provide an Aboriginal interpreter service along the lines recommended in the report recently handed down by the Anti–Discrimination Commissioner.
The Speaker called upon Mr Stirling to address the Assembly.
Discussion ensued.
