1. MEETING:
- The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.

3. LEAVE OF ABSENCE:
- The Deputy Leader of the Opposition (Mrs Hickey) moved - That leave of absence be granted this day to the Member for Arnhem (Mr Ah Kit) on account of a family bereavement.
- Question - put and passed.
4. VISITORS:
- The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of students from Year 6/7 at Leanyer Primary School and their teachers, Mrs Helen Pearce and Mrs Denise Fanning.
- On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.
5. REQUEST TO REFER A MATTER TO THE COMMITTEE OF PRIVILEGES - ALLEGED DELIBERATE MISLEADING OF THE ASSEMBLY BY THE MEMBER FOR LEANYER:
- The Member for Wanguri (Mr Bailey), pursuant to Standing Order 83, raised as a matter of privilege the alleged misleading of the Assembly by the Member for Leanyer (Mr Finch) in his capacity as Minister for Education and Training regarding matters relating to Modular Medical Products.
- Papers tabled: Mr Bailey, by leave, laid on the Table the following Papers -
- Public Accounts Committee, Briefing by Department of Education on
Auditor-Generals Annual Report 1992/93, Wednesday 3 May 1995 (Paper 1979); and
- Personal Explanation, Mr Finch, Seventh Assembly First Session, dated 22 August 1995, Parliamentary Record No. 14 (Paper 1980).
Leave denied: The Member for Wanguri, seeking leave to Table further Papers - objection being raised, leave denied.
The Speaker advised that he would consider the matter of privilege and give a decision at a later time.
- The Member for Macdonnell (Mr Bell) moved - That so much of Standing Orders be suspended as would prevent the Member for Wanguri (Mr Bailey) from tabling the documents he sought to Table previously this day.

10. HORTICULTURE INDUSTRY IN THE NORTHERN TERRITORY - MINISTERIAL STATEMENT - STATEMENT NOTED:
- The Minister for Primary Industry and Fisheries (Mr Palmer) made a statement relating to enormous potential for the horticulture industry in the Northern Territory (Paper 1983).
- Mr Palmer moved - That the Assembly take note of the Statement.

11. REVOCATION OF HOWARD SPRINGS FOREST - LEAVE TO MOVE MOTION - LEAVE DENIED:
- The Leader of Government Business ( Mr Coulter) sought leave to move a motion in relation to the revocation of the Howard Springs Forest, notice of which had been given on Wednesday 11 October 1995.
- Objection being raised - leave denied.
12. REVOCATION OF HOWARD SPRINGS FOREST - MOTION:
- Suspension of Standing Orders - Move motion forthwith: The Leader of Government Business ( Mr Coulter) moved - That so much of Standing Orders be suspended as would prevent him moving the following motion in relation to the revocation of the Howard Springs Forest forthwith.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
Mr Coulter thereupon moved - That, in accordance with the Territory Parks and Wildlife Conservation Act, this Assembly resolves to recommend to the Administrator that, pursuant to section 13(1) of that Act, the Notice of Declaration of the Northern Territory Portions 2818, 2819, 2820, 2821 and 2822, colloquially known as the Howard Springs Forest, be revoked.
- On the motion of the Member for Wanguri (Mr Bailey) debate was adjourned.
- The Speaker informed the Assembly that the Member for Fannie Bay (Ms Martin) had proposed the following definite matter of public importance be submitted to the Assembly for discussion this day -
the extent of Aboriginal homelessness in Katherine, the social problems that ensue from this lack, and the need for land to be provided so these housing needs can be solved.
The proposed discussion having received the necessary support -
The Speaker called on Ms martin to address the Assembly.
