1. MEETING:
    The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.

2. PRAYERS.

3. DISTINGUISHED VISITOR:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of Mr Greg Cornwell, MLA, Speaker of the Legislative Assembly of the Australian Capital Territory.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

4. FILMING IN THE CHAMBER:
    The Speaker advised Honourable Members that approval had been given for ABC Television and Channel 8 to film the signing of the Remonstrance copies and for the N T News and a representative of the Age Newspaper to photograph on the Chamber.
5. SIGNING OF THE REMONSTRANCE:
    The Speaker invited Honourable Members to sign copies of the Remonstrance for the purpose of transmission to the Presiding Officers of the Commonwealth Parliament, pursuant to the Resolution of the Assembly on Thursday 10 October 1996.
6. PRESENTATION OF THE REMONSTRANCE:
    The Speaker advised Honourable Members that the Remonstrance would be presented to the Presiding Officers of the Commonwealth Parliament pursuant to Resolution of the Assembly, dated 10 October 1996.
7. QUESTIONS:
    Questions were asked of Ministers.

      Graphs of statistics of unlawful entry with intent, clear up rates from 1992 to mid 1996, prepared by the N T Statistics Unit, dated 22 August 1996 (Paper 2803).

8. PERSONAL EXPLANATION:
    The Member for Macdonnell (Mr Bell), by leave, made a personal explanation relating to comments made by the Chief Minister (Mr Stone) during Question Time this day regarding the pecuniary interests declared by Mr Bell.
9. PERSONAL EXPLANATION:
    The Minister for Education and Training (Mr Finch), by leave, made a personal explanation relating to comments made during debate regarding his alleged failure to declare certain interests on his declaration of pecuniary interest register.
10. NORTHERN TERRITORY ROAD NETWORK STRATEGY - MINISTERIAL STATEMENT - PAPER TABLED - STATEMENT NOTED:
    The Minister for Transport and Works (Mr Coulter) made a statement relating to a Strategy for the development of the Northern Territory Road Network (Paper 2806).
      Paper tabled: Mr Coulter laid on the Table the following Paper -

      Road Network Strategy, Department of Transport and Works, dated August 1996 (Paper 2807).

      Mr Coulter moved - That the Assembly take note of the Statement.
      Debate ensued.
    Papers tabled: The Member for Fannie Bay (Ms Martin), by leave, laid on the Table the following Papers -
      Capital Works Program - 1994/95 Estimated Actual (Paper 2804); and
Expenditure by Construction Agency, 1996-97 Budget (Paper 2805).

11. VISIT TO LOMBOK - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Minister for Asian Relations, Trade and Industry (Mr Poole) made a Statement relating to a visit to Lombok, Indonesia by a delegation of Northern Territory Government Ministers and officials and business representatives, 10 - 12 October 1996 (Paper 2808).
      Mr Poole moved - That the Assembly take note of the Statement.
      Debate ensued.
      Question - put and passed.
12 LEAVE DENIED TO GIVE NOTICE OF A MOTION:
    The Member for Macdonnell (Mr Bell) seeking leave to move a motion -
      Objection being raised - leave denied.

13. SUSPENSION OF STANDING ORDERS - MOTION NEGATIVED:
    The Member for Macdonnell (Mr Bell) moved - That so much of Standing Orders be suspended as would prevent him moving the following motion -
      That Regulations 1996, No. 34, Rights of the Terminally Ill Regulations be disallowed.

      The Deputy Chief Minister (Mr Reed) moved - That the question be now put.

14. TREASURER’S ANNUAL FINANCIAL STATEMENT, YEAR ENDED 30 JUNE 1996 MINISTERIAL STATEMENT - PAPERS TABLED- MOTION TO NOTE STATEMENT AND PAPER:
    Leave denied: The Treasurer (Mr Reed) seeking leave to make a statement relating to the Treasurer’s Annual Financial Statement - objection being raised - leave denied.
    Suspension of Standing Orders - to make a statement: Mr Reed thereupon moved - That so much of Standing Orders be suspended as would prevent him making a statement -
    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice. .
    The Treasurer (Mr Reed) made a Statement relating to the Treasurer’s Annual Financial Statement for the year ended 30 June 1996.

15. PERSONAL EXPLANATION:
    The Member for Macdonnell (Mr Bell), by leave, made a personal explanation in relation to comments made earlier this day regarding his Return in the Register of Members’ Interests.

16. ANTI-DISCRIMINATION AMENDMENT BILL 1996 (Serial 193); and OMBUDSMAN (NORTHERN TERRITORY) AMENDMENT BILL 1996 (Serial 194):
    Suspension of Standing Orders - Take two Bills together: The Chief Minister (Mr Stone) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Anti-Discrimination Amendment Bill 1996 (Serial 193) and the Ombudsman (Northern Territory) Amendment Bill 1996 (Serial 194) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

      (b) the consideration of the Bills separately in the Committee of the Whole.

    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
    Mr Stone, pursuant to notice, presented a Bill for an Act to amend the Anti-Discrimination Act; and a Bill for an Act to amend the Ombudsman (Northern Territory) Act.

    17. BANK OF SOUTH AUSTRALIA (MERGER WITH ADVANCE BANK) BILL 1996 (Serial 183):
      The Chief Minister (Mr Stone), for and on behalf of the Treasurer (Mr Reed), pursuant to notice, presented a Bill for an Act to apply a south Australian Act dealing with the merger of the Bank of South Australia Limited and Advance Bank Australia limited as a law of the Territory and for related purposes.
        Mr Reed moved - That the Bill be now read a second time.
        Bill read a first time.
        On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.
    18. ENVIRONMENT OFFENCES AND PENALTIES BILL 1996 (Serial 190); and WATER AMENDMENT BILL 1996 (Serial 191):
      Suspension of Standing Orders - Take two Bills together: The Minister for Lands, Planning and Environment (Mr Reed) moved - That so much of Standing Orders be suspended as would prevent two Bills, namely the Environment Offences and Penalties Bill 1996 (Serial 190) and the Water Amendment Bill 1996 (Serial 191) -
        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

        (b) the consideration of the Bills separately in the Committee of the Whole.

      Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
      Mr Reed, pursuant to notice, presented a Bill for an Act to establish penalties for certain offences relating to the protection of the environment, and for related purposes; and a Bill for an Act to amend the Water Act.
        Mr Reed moved - That the Bills be now read a second time.
        On the motion of the Member for Nhulunbuy (Mr Stirling) debate was adjourned.

    19. DOMESTIC VIOLENCE AMENDMENT BILL 1996 (Serial 182):
      The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to amend the Domestic Violence Act.

        Mr Burke moved - That the Bill be now read a second time.

    20. SENTENCING AMENDMENT BILL (No. 2) 1996 (Serial 186); and WORK HEALTH AMENDMENT BILL 1996 (Serial 187); PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL (No. 2) 1996 (Serial 188); and JUVENILE JUSTICE AMENDMENT BILL (No. 2) 1996 (Serial 189):
      Suspension of Standing Orders - Take four Bills together: The Attorney-General (Mr Burke) moved - That so much of Standing Orders be suspended as would prevent four Bills, namely the Sentencing Amendment Bill (No. 2) 1996 (Serial 186); the Work Health Amendment Bill 1996 (Serial 187); the Prisons (Correctional Services) Amendment Bill (No. 2) 1996 (Serial 188); and the Juvenile Justice Amendment Bill (No. 2) 1996 (Serial 189)-
        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee's report stage, and the third readings of the Bills together; and

    21. SEEDS ORDINANCE REPEAL BILL 1996 (Serial 185):
      The Attorney-General (Mr Burke), for and on behalf of the Minister for Primary Industry and Fisheries (Mr Palmer), pursuant to notice, presented a Bill for an Act to repeal the Seeds Ordinance.
        Bill read a first time.
        Mr Palmer moved - That the Bill be now read a second time.
        On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.
    22. ORDER OF BUSINESS:
      The Member for Victoria River (Mr Baldwin) moved - That Government Business, Notice No. 12 relating to the Australasia Railway Corporation Bill 1996 (Serial 184) be postponed to a later hour.

      Suspension of Standing Orders - Pass all Stages: The Attorney-General (Mr Burke) moved - That so much of Standing Orders be suspended as would prevent the Anti-Discrimination Amendment Bill (No. 2) 1996 (Serial 192) passing through all stages at these sittings.
      Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
