8. MISUSE OF DRUGS AMENDMENT BILL 1994 (Serial 16) and POLICE ADMINISTRATION AMENDMENT BILL (No. 2) 1994 (Serial 17):

Misuse of Drugs Amendment Bill 1994 (Serial 16):
Clauses 1 to 4, by leave, taken together and agreed to.
Clause 5 read.
On the motion of the Attorney-General (Mr Finch) the following amendment was agreed to -
Omit from proposed section 19C "nor" and insert in its stead "not".
On the motion of Mr Finch the following further amendment was agreed to, after debate -
Add at the end of proposed section 19C the following:
"(2) Where a dangerous drug is seized by a member of the Police Force, a Commander may order the dangerous drug to be destroyed
without a Court order, if the Commander is satisfied on reasonable grounds that there is no lawful owner and it is not intended that any
person is to be charged with an offence with respect to the dangerous drug.".
On the motion of Mr Finch the following further amendment was agreed to -
Omit from proposed section 19D(1) "shall, not later than 21 days after the date of the seizure,"
and insert in its stead "may, any time on or after the date of the seizure,".
On the motion of Mr Finch the following further amendment was agreed to -
Omit proposed subsections (3) and (4) from proposed section 19D.
Clause 5, as amended, agreed to.

13. SPECIAL ADJOURNMENT:
The Leader of Government Business (Mr Stone) moved - That -
(a) the Assembly at its rising adjourn until Tuesday 4 October 1994 at 10.00 a.m. or such other time and/or date as may be set by
Mr Speaker, pursuant to Sessional Order.
(b) the next sitting of the Legislative Assembly take place in the new Parliament House building; and
(c) the Assembly extends its thanks to former and present Members and staff who have contributed to the work of the Assembly, both
in these premises and in the previous Assembly building, and places on record its appreciation of their contribution to
Parliamentary democracy and the constitutional development of the Northern Territory.
