1. MEETING:
      The Assembly met at 10.00 h. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. DISTINGUISHED VISITOR:
      The Speaker advised Honourable Members of the presence in the Speaker’s Gallery of the Honourable Bern Kilgariff AM, a former Member and Speaker of the Legislative Assembly.
      On behalf of all Members the Speaker extended a warm welcome to the distinguished visitor.

4. PETITIONS:
      The Leader of the Opposition (Ms Martin) presented a petition No. 62 from 3836 petitioners relating to the Elizabeth River Estuary, the New Township of Weddell and Darwin Harbour. (Paper 2323)
      Petition read.

      Response to Petitions: The Chief Minister (Mr Burke), by leave, made a statement in response to Petitions Nos. 62 and 63.

      The Chief Minister (Mr Burke) presented a petition No. 63 from 3802 petitioners relating to the Elizabeth River Estuary, the Township of Weddell and Darwin Harbour. (Paper 2324).
      Petition read.

      Response to petition: The Clerk, in accordance with Standing Order 100A, tabled a response to the following petition; and advised that the response would be incorporated into Hansard:
No. 54 - re New Permanent Site for the Deckchair Cinema. (Paper 2325)

7. CONSTRUCTION OF HEALTH CARE FACILITIES IN THE TERRITORY – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Transport and Infrastructure Development (Mr Palmer) made a statement relating to progress of works at three major Health Care Facilities in the Northern Territory. (Paper 2326)

8. EDUCATION, STRENGTH TO STRENGTH – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for School Education (Mr Lugg) made a statement relating to the progress made in the Territory education system. (Paper 2327)

9. GOVERNEMNT HOUSING CONSTRUCTION PROGRAM – MINISTERIAL STATEMENT – STATEMENT NOTED:
      The Minister for Housing (Dr Lim) made a statement relating to the significant contribution of Territory Housing’s contribution to construction and real estate sectors of the Territory economy. (Paper 2328)

10. COMPANIES (TRUSTEES AND PERSONAL REPRESENTATIVES) AMENDMENT BILL 2001 (Serial 290):
      The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to amend the Companies (Trustees and Personal Representatives) Act.
      Bill read a first time.
      Mr Burke moved – That the Bill be now read a second time.
      Debate ensued.
      On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.
11. LAW REFORM (MISCELLANEOUS PROVISIONS) AMENDMENT BILL 2001 (Serial 291) and COMPENSATION (FATAL INJURIES) AMENDMENT BILL 2001 (Serial 292):
      Suspension of Standing Orders: The Attorney-General (Mr Burke) moved – That so much of Standing Orders be suspended as would prevent Bills entitled Law Reform (Miscellaneous Provisions) Amendment Bill 2001 (Serial 291) and Compensation (Fatal Injuries) Amendment Bill 2001 (Serial 292) –
          (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills; and

          (b) the consideration of the Bills separately in the Committee of the Whole.

      Question – put and passed – there being an absolute majority of the whole number of Members present and no dissentient voice.

      The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to amend the Law Reform (Miscellaneous Provisions) Act and a Bill for an Act to amend the Compensation (Fatal Injuries) Act consequential on the enactment of the Law Reform (Miscellaneous Provisions) Amendment Act 2001.
      Bills read a first time.
      Mr Burke moved – That the Bills be now read a second time.
      Debate ensued.
      On the motion of the Member for Barkly (Mrs Hickey) debate was adjourned.

12. REARRANGEMENT OF BUSINESS:
      The Leader of Government Business (Mr Palmer) moved – That intervening business be postponed until after consideration of Government Business, Orders of the Day No. 2 relating to the Public Accounts Committee Annual Report 1999/2000.

13. PUBLIC ACCOUNTS COMMITTEE, ANNUAL REPORT 1999/2000 – REPORT NOTED:
