1. MEETING:
- The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T.R. McCarthy, took the Chair.
2. PRAYERS.
3. VISITORS:
- The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of students from St Johns College and their teachers, Mr John McGarrigle and Mr Tony Desouza.
- On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.
4. PETITION:
- The Member for Katherine (Mr Reed) presented a petition from 493 petitioners requesting the Assembly make funds available for the provision of a sexual assault service within the Katherine Region (Paper 2396).
- Petition read.
5. QUESTIONS:
- Questions were asked of Ministers.
- Supplementary answers: Supplementary answers were given to questions.
6. EXPLANATION OF SPEECH:
- The Member for Macdonnell (Mr Bell), pursuant to Standing Order 54, made a personal explanation of his comments relating to remarks made by the Chief Minister (Mr Stone) during Question Time this day.
7. ABORIGINAL HEALTH POLICY - MINISTERIAL STATEMENT - STATEMENT NOTED:
- The Minister for Health Services (Mr Finch) made a statement relating to the progress being made in regard to Aboriginal Health (Paper 2397).
- Paper tabled: Mr Finch laid on the Table the following Paper -
- Aboriginal Health Policy 1996 (Paper 2398).
- Mr Finch moved - That the Assembly take note of the Statement.

8. SUPREME COURT AMENDMENT BILL 1996 (Serial 151):
- The Minister for Asian Relations, Trade and Industry (Mr Poole), at the request of and on behalf of the Attorney-General (Mr Hatton), pursuant to notice, presented a Bill for an Act to amend the Supreme Court Act.
- Bill read a first time.
Mr Poole moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.
9. JUSTICES AMENDMENT BILL 1996 (Serial 153):
- The Minister for Asian Relations, Trade and Industry (Mr Poole), at the request of and on behalf of the Attorney-General (Mr Hatton), pursuant to notice, presented a Bill for an Act to amend the Justices Act.
- Bill read a first time.
Mr Poole moved - That the Bill be now read a second time.
On the motion of the Member for Macdonnell (Mr Bell) debate was adjourned.
10. ORDER OF BUSINESS:
- The Leader of Government Business (Mr Coulter) moved - That intervening business be postponed until after consideration of Government Business, Order of the Day No. 2, relating to the Report of the Interactive Television Gaming Committee.

11. SELECT COMMITTEE ON INTERACTIVE TELEVISION GAMING - REPORT NOTED:
- The order of the day having been read for the resumption of the debate on the question - That the Assembly take note of the Paper -

- Draft Principles for National Model for Regulation of Interactive Home Gambling, dated 24 April 1996 (Paper 2399).

12. GAMING CONTROL AMENDMENT BILL 1996 (Serial 148):
- The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -

13. REQUEST FOR REFERRAL TO COMMITTEE OF PRIVILEGES - ALLEGED MISLEADING OF THE ASSEMBLY BY THE LEADER OF THE OPPOSITION - MATTER NOT REFERRED:
- The Speaker advised members that he had considered the matter raised by the Chief Minister (Mr Stone) on 15 May 1996 and his request for referral of that matter to the Committee of Privileges.
- The Speaker addressed the Assembly as follows:
- ‘Honourable Members will recall that, yesterday before Question time, the Chief Minister raised as a matter of privilege an alleged misleading of the Assembly by the Leader of the Opposition, Mrs Hickey, during Question Time on Tuesday 14 May 1996.
- At that time, I advised the Assembly that I would consider the matter and give a decision today.
- Having regard to the previous practice of this Assembly, taking into account the criterion which I have undertaken to adhere to when considering such matters and the other means available to the Chief Minister in this House, I advise the Assembly that I do not intend to refer the complaint to the Committee of Privileges.’.

- The Leader of Government Business (Mr Coulter) moved - That Government Business, Order of the Day No. 1 relating to the Supply Bill 1996-97 (Serial 150) be called on forthwith.
