1. MEETING:
The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable N.M. Dondas,
took the Chair.

2. PRAYERS.

3. PETITIONS:
Mr Hatton, by leave, presented a petition, not conforming with Standing Orders, from 2387 citizens of the
Northern Territory relating to the Work Health Act and Motor Accidents (Compensation) Act.
Petition read.
Mr Manzie, by leave, presented a petition, not conforming with Standing Orders, from 519 citizens of the
Northern Territory relating to public access to the Roper River.
Petition read.

4. PERSONAL EXPLANATION:
The Member for Victoria River (Mr Cartwright) made a personal explanation, pursuant to Standing Order 57,
relating to a question asked by the Member for Goyder (Mr McCarthy) of the Minister for Sport, Recreation,
Ethnic Affairs and Local Government (Mr Vale) during Question Time yesterday.

5. QUESTIONS:
Questions were asked of Ministers.
A supplementary answer to a question asked during Question Time of the previous day was given by the
Minister for Lands and Housing (Mr Ortmann).

6. NEW PARLIAMENT HOUSE COMMITTEE - CHANGE OF MEMBERSHIP:
The Leader of the Opposition (Mr Ede), by leave, moved - That the Member for Barkly (Mrs Hickey) be
appointed as a Member of the New Parliament House Committee in the place of the Member for Stuart (Mr Ede).
Question - put and passed.

7. REGULATION OF PROSTITUTION - PAPERS TABLED - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
The Attorney-General (Mr Manzie) laid on the Table the following Papers -

. Draft Prostitution Regulation Bill;
. Draft Criminal Code Amendment Bill (No. 2) 1990; and
. Draft Summary Offences Amendment Bill (No. 3) 1990.

Mr Manzie made a statement relating thereto.
Mr Manzie moved - That the Assembly take note of the Statement.
Debate ensued.
On the motion of the Leader of Government Business (Mr Coulter) debate was adjourned.

8. MATTER OF PUBLIC IMPORTANCE - AGGREGATION OF PASTORAL LAND:
The Speaker informed the Assembly that the Leader of the Opposition (Mr Ede) had proposed that the following
definite matter of public importance be submitted to the Assembly for discussion this day:

"The increasing aggregation of pastoral land in the Northern Territory and the apparent ease with which companies
would appear to circumvent the provisions of section 38A of the Crown Lands Act of the Northern Territory."

The proposed discussion having received the necessary support -
The Speaker called on Mr Ede to address the Assembly.

9. SUSPENSION OF STANDING ORDERS - PASS BILL THROUGH ALL STAGES:
The Minister for Health and Community Services (Mr Manzie) moved - That so much of the Standing Orders be
suspended as would prevent the Liquor Amendment Bill (No. 4) 1990 (Serial 10) passing through all stages at
this sitting.
Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.

10. SPECIAL ADJOURNMENT:
The Leader of Government Business (Mr Coulter) moved - That the Assembly at its rising adjourn until Tuesday 5
February 1991 at 10.00 a.m. or such other time and/or date as may be set by the Speaker, pursuant to Sessional Order.
Question - put and passed.

11. LOTTERIES AND GAMING AMENDMENT BILL (No. 2) 1990 (Serial 13):
The Treasurer (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Lotteries and Gaming Act.
Bill read a first time.
Mr Coulter moved - That the Bill be now read a second time.
On the motion of the Leader of the Opposition (Mr Ede) debate was adjourned.

12. LIQUOR AMENDMENT BILL (No. 4) 1990 (Serial 10):
The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a
second time -
Debate resumed.
Question - put and passed.
Bill read a second time.
Leave granted for a motion for the third reading of the Bill to be moved forthwith.
On the motion of the Minister for Industries and Development (Mr Hatton) the Bill was read a third time and passed
to be a proposed law.

13. ADJOURNMENT:
The Leader of Government Business (Mr Coulter) moved - That the Assembly do now adjourn.
