1. MEETING:
    The Assembly met at 10.00 a.m., pursuant to adjournment. The Speaker, the Honourable T. R. McCarthy, took the Chair.

2. PRAYERS.

3. DISTINGUISHED VISITORS:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of Mr Marshall Perron, former Member for Fannie Bay and Chief Minister of the Northern Territory and Mr Tom Harris former Member for Port Darwin and Minister of the Northern Territory Government.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.

4. VISITORS:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the gallery of Year 6 students from Moil Primary School and their teacher Ms Helen Wyatt.
      On behalf of Honourable Members, the Speaker extended a warm welcome to the visitors.

5. PETITION:
    The Member for Nightcliff (Mr Hatton), by leave, presented a petition, not conforming with Standing Orders, from 504 petitioners praying that every person should have the right and freedom to live, enjoy and practise their culture and no Australian should live in fear because of his or her race, colour, beliefs or national or ethnic origin (Paper 2905).
      Petition read.

6. NOTICES:
    The following notices were given:
      Mr Hatton: To present the Prisoners (Interstate Transfer) Amendment Bill 1996 (Serial 203).
      Mr Burke: To present the Juvenile Justice Amendment Bill (No. 3) 1996 (Serial 205).
      Mr Burke: To present the Associations Incorporation Amendment Bill 1996 (Serial 206).
      Mr Burke : To present the Statute Law Revision Bill (No. 2) 1996 (Serial 207).
      Mr Bell: To present the Criminal Code (Domestic Violence Restraining Orders) Amendment Bill 1996 (Serial 210).
7. DISTINGUISHED VISITORS:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of members of a delegation of parliamentarians from East Kalimantan and Delegation Leader, Mr Syarifuddin Gairah.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitors.

8. QUESTIONS:
    Questions were asked of Ministers.
      Paper tabled: The Chief Minister (Mr Stone) laid on the Table the following Paper -

      Letter, Rex Wild, Director of Public Prosecutions to Mr B. C. Bates, Commissioner of Police, dated 25 November 1996 (Paper 2906).

      A further question was asked of a Minister.
    Paper tabled: The Deputy Chief Minister (Mr Reed) laid on the Table the following Paper -

      Memorandum, Ray Norman, Secretary, N T Department of Health and Community Services to Program Director Aged and Disability, dated 17 May 1994 (Paper 2902);
      Letter signed by Mike Reed , undated (Paper 2904); and
      Media Release, Hon Mike Reed, MLA, Health and Community Services Minister, dated 20 May 1993 (Paper 2903).

      Further questions were asked of Ministers.
    Member named and suspended: And the Member for Macdonnell (Mr Bell) interjecting in a disorderly manner -
    The Speaker named the Member for Macdonnell (Mr Bell) for his disorderly conduct.
    The Leader of Government Business (Mr Coulter) moved - That the Member for Macdonnell (Mr Bell) be suspended from the service of the Assembly.
    Question - put and passed.
    The Member for Macdonnell (Mr Bell) was therefore, suspended at 10.50 a.m. for 7 consecutive days, pursuant to Standing Order 241 and he accordingly withdrew from the Chamber.

      A further question was asked of a Minister.
9. DISTINGUISHED VISITOR:
    The Speaker (Mr McCarthy) drew the attention of Honourable Members to the presence in the Speaker’s Gallery of Mr Bern Kilgariff AM, former Member of the Legislative Council for the Northern Territory, former Member and Speaker of the Legislative Assembly of the Northern Territory and Senator for the Northern Territory.
    On behalf of Honourable Members, the Speaker extended a warm welcome to the distinguished visitor.

10. THE DARWIN TRANSPORT HUB - MINISTERIAL STATEMENT - PAPER TABLED - STATEMENT NOTED:
    The Minister for Transport and Works (Mr Coulter) made a Statement relating to the Darwin Transport Hub (Paper 2911).
      Paper tabled: Mr Coulter laid on the Table the following Paper -

      Darwin 2010 - The Multi-modal Transport and Logistics Hub, November 1996 (Paper 2912).

      Mr Coulter moved - That the Assembly take note of the Statement.

      Debate ensued.

11. THE PROPOSED AUSTRALIA-INDONESIA DEVELOPMENT AREA - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Minister for Asian Relations, Trade and Industry (Mr Poole) made a Statement relating to the proposal for an Australia-Indonesia Development Area (AIDA) (Paper 2913).
      Mr Poole moved - That the Assembly take note of the Statement.
      Debate ensued.
      Question - put and passed.
12. BIRTHS, DEATHS AND MARRIAGES REGISTRATION AMENDMENT BILL 1996 (Serial 199):
    The Attorney-General (Mr Burke), pursuant to notice, presented a Bill for an Act to amend the Births, Deaths and Marriages Registration Act.
      Bill read a first time.
      Mr Burke moved - That the Bill be now read a second time.
      On the motion of the Member for Fannie Bay (Ms Martin) debate was adjourned.
13. FIREARMS BILL 1996 (Serial 201):
    The Deputy Chief Minister (Mr Reed), at the request of and on behalf of the Chief Minister (Mr Stone), pursuant to notice, presented a Bill for an Act to provide for the regulation, control and registration of firearms, and for related purposes.
      Bill read a first time.
      Mr Reed moved - That the Bill be now read a second time.
      Paper tabled: Mr Reed laid on the Table the following Paper -

      Draft Firearms Regulations (Paper 2914).

      On the motion of the Member for Arnhem (Mr Ah Kit) debate was adjourned.

14. ENVIRONMENTAL OFFENCES AND PENALTIES BILL 1996 (Serial 190) and WATER AMENDMENT BILL 1996 (Serial 191):
    The order of the day having been read for the resumption of the debate on the question - That the Bills be now read a second time -
      Debate ensued.
      Question - put and passed.
      Bills read a second time.
      Leave granted for a motion for the third reading of the Bills to be moved forthwith.
    On the motion of the Minister for Lands, Planning and Environment (Mr Reed) the Bills were read a third time and passed to be proposed laws.

    On the motion of the Minister for Primary Industry and Fisheries (Mr Palmer) the Bill was read a third time and passed to be a proposed law.

16. LOCAL GOVERNMENT (VALIDATION) BILL 1996 (Serial 196):
    The order of the day having been read for the resumption of the debate on the question - That the Bill be now read a second time -

      Leave granted for a motion for the third reading of the Bill to be moved forthwith.
    On the motion of the Minister for Local Government (Mr Palmer) the Bill was read a third time and passed to be a proposed law.

17. AUSTRALASIA RAILWAY CORPORATION BILL 1996 (Serial 184):
    Suspension of Standing Orders - Pass all Stages: The Minister for the Railway (Mr Coulter) moved - That so much of Standing Orders be suspended as would prevent the AustralAsia Railway Corporation Bill 1996 (Serial 184) passing through all stages at these sittings.
    Question - put and passed - there being an absolute majority of the whole number of Members present and no dissentient voice.
