    The Assembly met at 10.00 h. The Speaker, the Honourable L M Braham, took the Chair.

    The Speaker advised Honourable Members that she had received the following Message from His Honour the Administrator:

    I, NEIL RAYMOND CONN, the Administrator of the Northern Territory of Australia, in pursuance of section 11 of the Northern Territory (Self-Government) Act 1978 of the Commonwealth, recommend to the Legislative Assembly, a Bill for an Act entitled the Fuel Subsidies Act, which in part, provides for the money required to pay fuel subsidies to be paid from the Consolidated Revenue Account.

    Mr Reed made a statement relating thereto.
    Mr Reed moved – That the Assembly take note of the Report.
    On the motion of the Deputy Leader of the Opposition (Mr Bailey) debate was adjourned.

6. SESSIONAL COMMITTEE ON THE ENVIRONMENT REPORT, AUGUST 1998 - PAPER TABLED - PAPER PRINTED - MOTION TO NOTE PAPER:
    The Chairman of the Sessional Committee on the Environment (Dr Lim) laid on the Table the Report of the Sessional Committee on the Environment, August 1998. (Paper 703)
    Dr Lim moved – That the Report be printed.

7. LNG - AN IMPORTANT ECONOMIC BASE OF AUSTRALIA'S NORTHERN TERRITORY - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Chief Minister (Mr Stone) made a statement relating to the development of Liquid Natural Gas industry in the Northern Territory. (Paper 704)
    Mr Stone moved – That the Assembly take note of the Statement.

9. PRIMARY EXPORTS OF TERRITORY CATTLE IN DIFFICULT TIMES - MINISTERIAL STATEMENT - STATEMENT NOTED:
    The Minister for Primary Industry and Fisheries (Mr Palmer) made a statement relating to the primary exports of the Territory and cattle trade. (Paper 705)
    Mr Palmer moved – That the Assembly take note of the Statement.

10. DOMESTIC VIOLENCE AMENDMENT BILL 1998 (Serial 106); and SENTENCING AMENDMENT BILL 1998 (Serial 105):
    Suspension of Standing Orders – Take two Bills together: The Attorney-General (Mr Stone) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely the Domestic Violence Amendment Bill 1998 (Serial 106) and the Sentencing Amendment Bill 1998 (Serial 105) –

    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage, and the third readings of the Bills together; and

    (b) the consideration of the Bills separately in the Committee of the Whole.

    There being an absolute majority of members present and no dissentient voice.
    Question – put and passed.

    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend the Domestic Violence Act and a Bill for an Act to amend the Sentencing Act.

11. LANDS AND MINING (MISCELLANEOUS AMENDMENTS) BILL 1998 (Serial 109):
    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to amend certain Acts and repeal another Act consequent upon the enactment of the Native Title Amendment Act 1998 of the Commonwealth.

12. STATUTE LAW REVISION BILL 1998 (Serial 112):
    The Attorney-General (Mr Stone), pursuant to notice, presented a Bill for an Act to revise and correct the law of the Territory in minor respects.

13. BUSINESS FRANCHISE ACT (SUSPENSION OF OPERATION) BILL 1998 (Serial 113); and FUEL SUBSIDIES BILL 1998 (Serial 114):
    Suspension of Standing Orders – Take two Bills together: The Treasurer (Mr Reed) moved – That so much of Standing Orders be suspended as would prevent two Bills, namely the Business Franchise Act (Suspension of Operations) Bill 1998 (Serial 113) and the Fuel Subsidies Bill 1998 (Serial 114) –

    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage, and the third readings of the Bills together; and

    (b) the consideration of the Bills separately in the Committee of the Whole.

    There being an absolute majority of members present and no dissentient voice.

    The Treasurer (Mr Reed), pursuant to notice, presented a Bill for an Act to suspend the operation of the Business Franchise Act and a Bill for an Act to license suppliers of certain fuel and to pay subsidies for certain fuel.

14. POLICE ADMINISTRATION AMENDMENT BILL 1998 (Serial 117); JUVENILE JUSTICE AMENDMENT BILL (No. 2) 1998 (Serial 118); PRISONS (CORRECTIONAL SERVICES) AMENDMENT BILL (No. 2) 1998 (Serial 119); AND CRIMINAL CODE AMENDMENT BILL (No. 2) 1998 (Serial 120):
    Suspension of Standing Orders – Take four Bills together: The Minister for Police, Fire and Emergency Services (Mr Reed) moved – That so much of Standing Orders be suspended as would prevent four Bills, namely the Police Administration Amendment Bill 1998 (Serial 117); Juvenile Justice Amendment Bill (No. 2) 1998 (Serial 118); Prisons (Correctional Services) Amendment Bill (No. 2) 1998 (Serial 119); and Criminal Code Amendment Bill (No. 2) 1998 (Serial 120) –

    (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings, the Committee’s report stage, and the third readings of the Bills together; and

    (b) the consideration of the Bills separately in the Committee of the Whole.

    There being an absolute majority of members present and no dissentient voice.
    Question – put and passed.

    The Treasurer (Mr Reed), pursuant to notice, presented a Bill for an Act to amend the PoliceAdministration Act; a Bill for an Act to amend the Juvenile Justice Act; a Bill for an Act to amend the Prisons (Correctional Services) Act; and a Bill for an Act to amend the Criminal Code.

15. COMMERCIAL PASSENGER (ROAD) TRANSPORT AMENDMENT BILL 1998 (Serial 107):
    The Minister for Transport and Infrastructure Development (Mr Coulter), pursuant to notice, presented a Bill for an Act to amend the Commercial Passenger (Road) Transport Act.

16. MINING AMENDMENT BILL (No. 3) 1998 (Serial 110):
    The Minister for Resource Development (Mr Poole), pursuant to notice, presented a Bill for an Act to amend the Mining Act.

17. MERLIN PROJECT AGREEMENT RATIFICATION BILL 1998 (Serial 116):
    The Minister for Resource Development (Mr Poole), pursuant to notice, presented a Bill for an Act to ratify an agreement between the Northern Territory of Australia and Ashton Mining Limited (A.C.N. 005 466 964) and to provide for security of diamonds produced from the Merlin Project.
    Bill read a first time.
    Mr Poole move – That the Bill be now read a second time.

18. JUVENILE JUSTICE AMENDMENT BILL 1998 (Serial 115):
