1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. PETITION:
      The Member for Nelson (Mr Wood) presented petition No. 53, not conforming with Standing Orders, from 588 petitioners relating to vehicle access through and parking on the front boundary of Berry Springs Service Station (Paper 808).
      Petition read.
4. MINISTERIAL REPORTS:
      Renewable Remote Power Generation Program: The Minister for Mines and Energy (Mr Natt) reported on the Rebates for Renewable Remote Power Generation Program operating under a scheme administered by the Commonwealth and the Territory governments.
      Mrs Miller responded.
      Mr Natt replied.

      Daly River Environmental Monitoring: The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) reported on progress in the monitoring of the land and water environment of the Daly River and its catchment.
      Mrs Miller responded.
      Mr Wood responded.
      Ms Scrymgour replied.

      Backpacker Development Plan: The Minister for Tourism (Mr Henderson) reported on a Tourism NT Backpacker Development Plan promotional activities.
      Mrs Miller responded.

5. MOTOR ACCIDENTS (COMPENSATION) AMENDMENT BILL 2007 (Serial 87):
      The Treasurer (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Motor Accidents (Compensation) Act.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.
      Debate ensued.
      Explanatory Statement: Mr Stirling laid on the Table the following Paper -
Motor Accidents (Compensation) Amendment Bill 2007 (Serial 87) (Paper 809).

      On the motion of the Member for Blain (Mr Mills) debate was adjourned.

6. JUSTICE LEGISLATION AMENDMENT BILL 2007 (Serial 88):
      The Minister for Justice and Attorney-General (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend various Acts administered by the Minister for Justice and Attorney-General, and for related purposes.
      Bill read a first time.
      Mr Stirling moved - That the Bill be now read a second time.
      Debate ensued.
      Explanatory Statement: Mr Stirling laid on the Table the following Paper -
Justice Legislation Amendment Bill 2007 (Serial 88) (Paper 810).

      And the Leader of the Opposition (Ms Carney) moved a motion to suspend so much of Standing Orders as would prevent her moving a motion to censure the Chief Minister (Ms Martin), the Leader of Government Business (Mr Henderson) and the current Minister for Police (Dr Burns) for lying to Territorians about police numbers -

      The Leader of Government Business (Mr Henderson) informed the Assembly that the government accepted the motion as a censure motion, pursuant to Standing Order 95.

      The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
13. CENSURE OF CHIEF MINISTER, LEADER OF GOVERNMENT BUSINESS AND THE CURRENT MINISTER FOR POLICE - POLICE NUMBERS - MOTION NEGATIVED:
      The Leader of the Opposition (Ms Carney) thereupon moved - That the Assembly censure the Chief Minister (Ms Martin), the Leader of Government Business (Mr Henderson) and the current Minister for Police (Dr Burns) for lying to Territorians about police numbers and resources dedicated to keeping our streets safe. (Paper 814)

16. MEMBERS’ TELEPHONE AND TRAVEL EXPENSES - REPORT PURSUANT TO REMUNERATION TRIBUNAL DETERMINATION NO. 1 OF 2006 - REPORT TABLED - REPORT PRINTED:
      The Speaker laid on the Table the Report to the Legislative Assembly by the Department of the Legislative Assembly, pursuant to paragraphs 5.20 and 8.8(c) of the Remuneration Tribunal Determination No. 1 of 2006 (Paper 817), which contains:
An Annual Schedule of Member Travel at government expense; and
An Annual Schedule containing the respective totals of government payments on behalf of each Member for satellite telephones and mobile telephones.

      The Minister for Business and Economic Development (Mr Vatskalis) made a statement relating to the importance of Northern Territory Business embracing research and development and innovation initiatives to stay competitive in a global market.
      Mr Vatskalis moved - That the Assembly take note of the Statement.

      Extension of time: On the motion of the Member for Goyder (Mr Warren) the Minister for Local Government (Mr McAdam) was granted an extension of time.

      The Minister for Infrastructure and Transport (Ms Lawrie) made a statement relating to the Territory's construction sector having a key driving effect on the economy.
