1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable Kezia Purick, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public galleries of –
        Henbury School Year 7 students accompanied by Mrs Podsiadly, Mr Fuller and Mrs Glover; and
        Nemarluk School Year 7 students accompanied by Mrs Wagland and Mrs Cook.

4. STATEMENT BY SPEAKER – FRIVOLOUS POINTS OF ORDER:
      The Speaker advised Members of the need to refrain from raising frivolous points of order especially during Questions.

      Suspension of Member: The Member for Karama (Ms Lawrie) having been previously warned about making frivolous points of order and then having continued to make similar frivolous points of order –

      The Speaker (Ms Purick) thereupon ordered the Member for Karama (Ms Lawrie) to withdraw from the Chamber for a period of one hour, pursuant to Standing Order 240A, effective from Thursday 29 November 2012 at 11am.

      Accordingly the Member for Karama (Ms Lawrie) withdrew from the Chamber.

      The Leader of Government Business (Mr Elferink) asked that further questions be placed on the Written Question Paper.

6. DISALLOWANCE OF PLANS OF MANAGEMENT – INSTRUMENTS UNDER THE TERRITORY PARKS AND WILDLIFE ACT - MOTION:
      The Order of the Day having been read for the resumption of debate on the motion - That the Assembly, pursuant to section 19(2) of the Territory Parks and Wildlife Conservation Act, disallow the -
        Joint Management Plan, Mary River National Park, January 2012 (Paper 1774) deemed to have been tabled in the Legislative Assembly on 23 October 2012; and
        Plan of Management, Litchfield National Park, December 2011 (Paper 37) deemed to have been tabled in the Legislative Assembly on 24 October 2012.
      Debate ensued.

7. POLICE ADMINISTRATION AMENDMENT BILL 2012 (Serial 4) – PASS BILL THROUGH ALL STAGES:
      The Chief Minister (Mr Mills), pursuant to notice, moved - That, so much of Standing Orders be suspended as would prevent the Police Administration Amendment Bill 2012 (Serial 4) passing through all stages on Thursday 29 November 2012.
      Question – put and passed.
8. SENTENCING AMENDMENT (MANDATORY MINIMUM SENTENCES) BILL 2012 (Serial 12):
      The Attorney-General and Minister for Justice (Mr Elferink), pursuant to notice, presented a Bill for an Act to amend the Sentencing Act and to make consequential amendments to another Act.
      Bill read a first time.
      Mr Elferink moved – That the Bill be now read a second time.
      Debate ensued.
      Paper tabled: Mr Elferink laid on the Table the following Paper –
        Explanatory Statement, Sentencing Amendment (Mandatory Minimum Sentences) Bill 2012 (Paper 150).

      On the motion of the Member for Nhulunbuy (Ms Walker) debate was adjourned.

    16. LOCAL GOVERNMENT – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for Local Government (Mr Giles) made a statement relating to the Third Sphere of Government in the Northern Territory.
        Mr Giles moved – That the Assembly take note of the Statement.
