Minutes of Proceedings - 2011-06-15

    1. MEETING:
        The Assembly met at 6pm, pursuant to a letter from the Chief Minister and Leader of the Opposition requesting Parliament to be recalled, dated Tuesday 14 June 2011. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. DISTINGUISHED VISITOR:
        The Speaker advised Members of the presence in the Speaker’s Gallery of the Head of the Indonesian Consulate, Acting Consul Mr Bambang Daranindra accompanied by a consulate staff member.
        On behalf of all Members the Speaker extended a warm welcome to the distinguished visitor.
    4. ROUTINE OF BUSINESS, 15 JUNE 2011:
        The Leader of Government Business (Dr Burns), by leave, moved -
        That, the Routine of Business for Wednesday 15 June 2011 be as follows:

    5. PAIRS:
        The Speaker laid on the Table the following Pair arrangements for 15 June 2011:

        The Member for Daly (Mr Knight) and the Member for Araluen (Mrs Lambley), period 6pm to 9pm (Paper 1319).
      6. RECALL OF PARLIAMENT – PAPERS TABLED:
          The Speaker advised Members that the following correspondence had been received relating to the recall of Parliament:

          Memorandum, Mr Henderson (Chief Minister) and Mr Mills (Leader of the Opposition) to Speaker, dated June 2011 - requesting the recall of Parliament on 15 June 2011 (Paper 1314);
          Letter, Mrs Aagaard (Speaker) to Mr Mills (Leader of the Opposition) - agreeing to a request for the recall of Parliament on 15 June 2011, dated 14 June 2011 (Paper 1316); and
          Letter, Mrs Aagaard (Speaker) to Mr Henderson (Chief Minister) agreeing to a request for the recall of Parliament on 15 June 2011, dated 14 June 2011 (Paper 1315).
      7. LIVE CATTLE EXPORT TO INDONESIA – MOTION AGREED TO:
          The Chief Minister (Mr Henderson), by leave, moved - That the Northern Territory Assembly: -

          1. Acknowledges the value of the Cattle industry to the economic, social, cultural and environmental fabric of the Northern Territory, it’s producers, employees, contractors, indigenous communities, businesses and their families.

          2. Supports the Northern Territory cattle industry and live export within acceptable animal welfare standards.

          3. Acknowledges that the Commonwealth Government’s temporary suspension on the live export of cattle to Indonesia has created major financial and personal difficulties for those directly and indirectly associated with the industry.

          4. Resolves to work cooperatively to support the progressive and expeditious accreditation of supply chains into Indonesia that deliver supply chain assurance and the immediate resumption of cattle supply to these supply chains.

          5. The Northern Territory Legislative Assembly:

              Strongly condemns all forms of animal cruelty.
              Acknowledges that the long term sustainability of the live cattle export industry is dependent on upon animal welfare issues being addressed.
              Will work with the Australian and Indonesian Governments to ensure that Indonesian abattoir processes and the supply chain meet or exceed international welfare standards.
              Agree that once adherence to auditable acceptable welfare standards have been met live exports to Indonesia should resumeto accredited supply chains.
              Will work together to ensure that the Northern Territory cattle industry has a sustainable long term future including the investigation and promotion of expanded markets for Northern Territory cattle.
              Investigate opportunities for increased local processing of Northern Territory cattle to value add to the industry and increase local employment.
              Will immediately work together to manage the logistics of livestock currently in transit. The NT Government undertake to engage resources, existing expertise and networks to assist a national effort, including engagement with Indonesian and Australian government authorities and industry.
              Requests this motion and debates be forwarded to the Hon Julia Gillard MP, Prime Minister of Australia and His Excellency Dr Susilo Bambang Yudhoyono, President of the Republic of Indonesia.
            Debate ensued.
            Extension of time: On the motion of the Member for Port Darwin (Mr Elferink) the Member for Wanguri (Mr Henderson) was granted an extension time, pursuant to Standing Order 77.
            Papers tabled: Mr Henderson laid on the Table the following Papers –

            Press Release, Embassy of the Republic of Indonesia – Canberra, dated 1 June 2011 re identification of correct abattoirs in Indonesia which adhere to proper “Halal” method of preparing cattle meat (Paper 1317); and
            Live Export Trade, Industry Meeting Notes, Sydney, dated 10 June 2011 (Paper 1318).
              Debate continued.

          8. NEXT MEETING:
              The Leader of Government Business (Dr Burns) moved - That, the Assembly at its rising on 15 June 2011 adjourn until approximately 1.30 pm on Thursday 23 June 2011, or such other time as notified by the Speaker, with one hour’s notice being given to Government and Opposition Whips and Members by the Speaker, or such other time and/or date as may be advised by the Speaker, pursuant to Sessional Order.
          9. ADJOURNMENT:
              The Leader of Government Business (Dr Burns) moved - That the Assembly do now adjourn.

              And the Assembly adjourned at 7.52pm, until Thursday 23 June 2011 at approximately 1.30pm.
