Minutes of Proceedings - 2010-10-26

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. PETITION:
        The Member for Karama (Ms Lawrie) presented Petition No. 43 from 665 petitioners requesting the building of Apartment Blocks opposite Karama Shops does not proceed. (Paper 1016)
        Petition read.

    4. TREASURER'S ANNUAL FINANCIAL REPORT 2009/2010 - PAPER TABLED - MOTION TO NOTE REPORT:
        The Treasurer (Ms Lawrie) laid on the Table the Treasurer's Annual Financial Report 2009/2010 (Paper 1017).
        Ms Lawrie made a statement relating thereto.
        Ms Lawrie moved – That the Assembly take note of the Paper.
        On the motion of the Treasurer (Ms Lawrie) leave was granted to continue her remarks at a later hour.

    5. PERSONAL INJURIES (LIABILITIES AND DAMAGES) AMENDMENT BILL 2010 (Serial 115):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time -
        Debate resumed.
        Question – put and passed.
        Bill read a second time.
        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Justice and Attorney-General (Ms Lawrie) the Bill was read a third time and passed to be a proposed law, after debate.

        Visitors: The Speaker advised Members of the presence in the public galleries of Palmerston High School Year 7 students accompanied by Ms Pat Munn and Ms Tania Tamatai.

        Paper tabled: The Speaker laid on the Table the following –
        Travel Report by the Member for Goyder (Ms Purick) pursuant to the Remuneration Tribunal Determination Paragraph 4.2 – Overseas trip to Kenya, September 2010 to attend 56th Commonwealth Parliamentary Association (Paper 1019).

    11. ENOUGH IS ENOUGH – PROPOSED ALCOHOL REFORMS – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for Alcohol Policy (Ms Lawrie) made a statement relating to a proposed Alcohol Policy.
        Ms Lawrie made a Statement relating thereto.
        Ms Lawrie moved – That the Assembly take note of the Statement.
        Debate ensued.
        Extension of time: On the motion of the Chief Minister (Mr Henderson) the Member for Sanderson (Mr Styles) was granted an extension of time, pursuant to Standing Order 77.

        Extension of time: On the motion of the Member for Brennan (Mr Chandler) the Member for Nelson (Mr Wood) was granted an extension of time, pursuant to Standing Order 77.

    12. SITTING TIMETABLE 2011 – PAPER TABLED:
        The Speaker laid on the Table proposed Schedule of Sittings dates for the 2011 calendar year (Paper 1021).
    13. MATTER OF PUBLIC IMPORTANCE – NATIONAL BROADBAND NETWORK:
        The Speaker advised the Assembly the Member for Braitling (Mr Giles) had proposed the following definite Matter of Public Importance for discussion this day:
            The importance of government to detail a cost benefit analysis on the national Broadband Network to ensure Territorians achieve value for money on service and delivery.

        The proposed discussion having been received the necessary support – The Member for Braitling (Mr Giles) thereupon addressed the Assembly.
        Discussion ensued.
        Discussion concluded.
    14. ADJOURNMENT:
        The Leader of Government Business (Dr Burns) moved – That the Assembly do now adjourn.
        Debate ensued.
        And the Assembly adjourned at 9.56pm until 27 October 2010 at 10am.
