Minutes of Proceedings - 2008-02-13

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the galleries of visitors from the following groups -

      Garden Point Association, Croker island, Retta Dixon, NT Stolen Generation, Central Australian Stolen Generation.

      On behalf of all members the Speaker extended a warm welcome to the visitors.
4. MINISTERIAL REPORTS:
      Island Ark Project: The Minister for Natural Resources, Environment and Heritage (Mr Kiely) reported on the role of Indigenous Park Rangers and Indigenous Land Holders in protecting native fauna and the environment in remote areas of the Territory.
      Mr Wood responded.
      Mrs Miller responded.
      Mr Kiely replied.

      Indigenous Sports and Recreation: The Minister for Sport and Recreation (Mr Bonson) reported on the extent of indigenous sport and recreation programs operating in the Territory.
      Mr Conlan responded.
      Mr Wood responded.
      Mr Bonson replied.

      Katherine Alcohol Restrictions: The Minister for Alcohol Policy (Dr Burns) reported on the sale of alcohol restrictions in Katherine.
      Mr Mills responded.
      Mrs Braham responded.

5. APOLOGY TO STOLEN GENERATIONS - MOTION AGREED TO:
      The Chief Minister (Mr Henderson), pursuant to notice, moved -

      Noting this Assembly has previously apologised to members of the Stolen Generations in October 2001,
      That this Assembly welcomes and wholeheartedly endorses the Federal Government's Apology to the Stolen Generations.
      Debate ensued.

    8. YOUTH JUSTICE AMENDMENT (FAMILY RESPONSIBILITY) BILL 2008 (Serial 133):
        The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to amend the Youth Justice Act.
        Bill read a first time.
        Dr Burns moved - That the Bill be now read a second time -
        Debate ensued.
        Paper tabled: Dr Burns laid on the Table the following Paper -
    Explanatory Statement, Youth Justice Amendment (Family Responsibility) Bill 2008 (Serial 133) (Paper 1231).

    10. TRANSPORT LEGISLATION (DRUG DRIVING) AMENDMENT BILL 2007 (Serial 132):

        On the motion of the Minister for Infrastructure and Transport (Ms Lawrie) the following amendment was agreed to -
        Omit from proposed section 29AAM(1),
            "to have a sample of blood taken for this Act," and insert in its stead -
            "for the purpose of having a sample of blood taken for analysis to determine if the person's blood contains a prohibited drug,".

        Clause 5, as amended, agreed to.
        Remainder of the Bill, by leave, taken as a whole and agreed to.
        Bill to be reported with an amendment.

    12. RECREATIONAL FISHING, THE LURE OF THE TERRITORY - MINISTERIAL STATEMENT - STATEMENT NOTED:
        The Minister for Primary Industry and Fisheries (Mr Natt) made a statement relating to fishing and its contribution to our unique lifestyle and a significant driver of our economy.
        Mr Natt moved - That the Assembly take note of the Statement.
        Debate ensued.
        Extension of time: On the motion of the Member for Fannie Bay (Ms Martin) the Member for Nhulunbuy (Mr Stirling) was granted an extension of time, pursuant to Standing Order 77.
        Debate continued.
        Extension of time: On the motion of the Leader of Government Business (Ms Lawrie) the Minister for Primary Industry and Fisheries (Mr Natt) was granted an extension of time, pursuant to Standing Order 77.
