1. MEETING:
      The Assembly met at 10.00am. The Speaker, the Honourable Kezia Purick, took the Chair.
2. PRAYERS.
    3. LEAVE OF ABSENCE — MEMBER FOR ARALUEN:
        Mr Elferink (Leader of Government Business) moved that leave of absence be granted to Mrs Lambley (Member for Araluen) for this sitting day owing to Ministerial business.

        Question — put and passed.
    4. VISITORS:
        The Speaker advised Members of the presence in the public gallery of Year 11 Casuarina Senior College students accompanied by Mr Ewan MacDonald and Year 7 Rosebery Middle School students accompanied by their teachers.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.
    5. STATEMENT BY SPEAKER — MR FRED WALKER, DEATH OF:
        The Speaker advised Members of the death on 23 March 2013 of Mr Fred Walker, a former Clerk of the Legislative Council from 1960 to 1974 and Clerk of the Legislative Assembly from 1974 to 1977.
    6. VISITORS:
        The Speaker acknowledged the presence in the Speaker’s Gallery of Eleanor Graves, Kim Graves, Sarah and Mark Radcliffe, Kumi Thomson and Umar Ngamathu.

        Distinguished Visitors: The Speaker advised Members of the presence in the gallery of the former member for Solomon, Mr Damian Hale.

        The Speaker advised Members of the the family of Derrick Thomson, who we referenced in the previous statement, and Umar Ngamathu, Mark Radcliffe, Sarah Radcliffe, Eleanor Graves, the daughter of Derrick Thomson, Kim Graves, and Kumi Thomson, cousins of Derrick Thomson.

        On behalf of all Members the Speaker extended a warm welcome to the visitors.

        Suspension of Member: At 11.04am, Mr Vowles (Member for Johnston) was ordered, under Standing Order 240A, to withdraw from the Chamber for one hour for disorderly behaviour, and he accordingly left the Chamber.

        Mr Elferink (Leader of Government Business) asked that further questions be placed on the Written Question Paper.

    9. SALE OF LAND (RIGHTS AND DUTIES OF PARTIES) ACT REPEAL BILL 2013 (SERIAL 25):
        Mr Elferink (Attorney—General and Minister for Justice) presented a bill for an Act to repeal the Sale of Land (Rights and Duties of Parties) Act.

        Bill read a first time.

        Mr Elferink moved — That the Bill be now read a second time.

        Paper Tabled: Mr Elferink laid upon the Table the Explanatory Statement (Paper 285).

        On the motion of Ms Walker debate was adjourned.
    10. MARINE SAFETY (DOMESTIC COMMERCIAL VESSEL) (NATIONAL UNIFORM LEGISLATION) BILL 2013 (SERIAL 23):
        Mr Giles (Chief Minister) presented a bill for an Act to apply as a law of the Territory a national law regulating marine safety relating to domestic commercial vessels, and for related purposes.

        Bill read a first time.

        Mr Giles moved — That the Bill be now read a second time.

        Paper Tabled: Mr Giles laid upon the Table the Explanatory Statement (Paper 286).

        On the motion of Mr McCarthy debate was adjourned.
    11. SUPREME COURT AMENDMENT BILL 2013 (SERIAL 20):
        The Order of the Day having been read for the resumption of debate on the question — That the Bill be now read a second time —

        Leave granted for a motion for the third reading of the Bill to be moved forthwith.

        On the motion of Mr Elferink (Attorney-General and Minister for Justice) the Bill was read a third time and passed to be a proposed law.

    13. PETITION:
        Mr Higgins, by leave, presented Petition No 14 from 967 petitioners not conforming with Standing Orders calling for a second inquest into the death of Dwayne Berto (Paper 287).

        Petition read.
    14. CONDOLENCE MOTION — MR JOHN LOIZOU — MOTION AGREED TO:
        The Speaker advised Members of the death on 17 January 2013 of Mr John Loizou, great Territorian and journalist.

        The Speaker acknowledged the presence in the Speaker’s Gallery of Ms Christine Elizabeth Pas, his Widow, Ms Margaret Evans, his sister, Mr Brendan Loizou, his son, Ms Dawn Lawrie and Ms Barbara Slattery. The Speaker also acknowledged the presence in the galleries of Mr Brian Manning, Ms Marjorie Winphil, Ms Lorna Cubillo, Ms Ilana Eldridge, Mr Chips Mackinolty, Ms Barbara Cummings, Ms Maureen Davy, Mr Nigel Adlam, Ms Andrea Allen, Mr Jim Anderson and Mr Baz Ledwidge.

        Ms Lawrie (Leader of the Opposition), by leave, moved — That this Assembly express its condolences at the passing of John Loizou, a journalist’s journalist, and extend deepest sympathy to his family and friends.

        Ms Lawrie thereupon addressed the Assembly.

        Mr Tollner (Deputy Chief Minister) addressed the Assembly.

        Mr Vatskalis addressed the Assembly.

        Debate ensued.

        As a mark of respect Members stood in their places in silence for one minute.
