1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. MESSAGE FROM THE ADMINISTRATOR:
      The Speaker advised Members of receipt of the following Message from His Honour the Administrator:

Recommending Appropriation Bill 2008

I, THOMAS IAN PAULING, the Administrator of the Northern Territory of Australia, under section 11 of the Northern Territory (Self-Government Act) 1978 (Cth), recommend to the Legislative Assembly a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2009.

4. VISITORS:
      The Speaker advised Members of the presence in the public gallery of Bakewell Primary School Year 3/4 students accompanied by Shannon Birch; and Darwin Middle School Year 7 students accompanied by Merryn Brown.
      On behalf of all Member the Speaker extended a warm welcome to the visitors.
5. BROADCAST OF BUDGET SPEECH 2008/2009 - STATEMENT BY SPEAKER:
      The Speaker advised Members that permission had been given for -

various media to broadcast live or rebroadcast, with sound and vision, the presentation of the Budget 2008 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply:
    Territory FM radio to broadcast live the presentation of the Budget 2008 and the Treasurer’s Budget Speech and the Leader of the Opposition's reply; and
      the Northern Territory News to take photographs.

      6. ROUTINE OF BUSINESS, ORDER OF BUSINESS:
          The Chief Minister (Mr Henderson) moved – That the Routine of Business of the Assembly, Government Business - Notices and Orders of the Day, be rearranged or suspended, if a question or debate is before the Chair, so as to permit the Treasurer to deliver the Budget 2008/2009 at 11am this day.
          Question – put and passed.

      7. ROUTINE OF BUSINESS, ORDER OF BUSINESS - MOTION AGREED TO:
          The Chief Minister (Mr Henderson) moved - That the Routine of Business of the Assembly, Government Business - Notices and Orders of the Day, be rearranged or suspended, if a question or debate is before the Chair, so as to permit a response to the Budget 2008/2009 by the Leader of the Opposition at 11am on Wednesday 7 May 2008.

      8. MINISTERIAL REPORTS:
          Land Development Corporation: The Minister for Business and Economic Development (Mr Vatskalis) reported on the strategic industrial and commercial access for industries by the Land Development Corporation (LDC).
          Mr Mills responded.
          Mr Wood responded.
          Mr Vatskalis replied.

          Geoscience Seminar 2008: The Minister for Mines and Energy (Mr Natt) reported on conduct of the Annual 9th Geoscience Seminar, March 2008.
          Mrs Miller responded.

          Timor-Leste, assistance by NRETA: The Minister Natural Resources, Environment and Heritage (Mr Kiely) reported on his department's marine research programs undertaken in Timor-Leste.
          Mrs Miller responded.
          Mr Kiely replied.

      9. LEGAL PROFESSION AMENDMENT (COMPLAINTS AND DISCIPLINE) BILL 2008 (Serial 147):
          The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an act to amend the Legal Profession Act.
          Bill read a first time.
          Dr Burns moved - That the Bill be now read a second time.
          Debate ensued.

      10. COURTS AND ADMINISTRATIVE TRIBUNALS (IMMUNITIES) BILL 2008 (Serial 143):
          The Minister for Justice and Attorney-General (Dr Burns), pursuant to notice, presented a Bill for an Act to confer immunities from civil and criminal liability on members and officers of courts and administrative tribunals and on persons who participate in proceedings before courts and administrative tribunals.
          Bill read a first time.
          Dr Burns moved - That the Bill be now read a second time.
          Debate ensued.

          The Treasurer (Ms Lawrie) presented a Bill for an Act to authorise the issuing and expending of public moneys of the Territory for the year ending 30 June 2009, the subject of His Honour the Administrator’s Message No. 27 notified earlier this day.
