1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. PETITION:
      Responses: The Clerk, pursuant to Standing Order 100A, presented a response to Petition No. 9 relating to a merging lane on Stuart Highway at the intersection of Virginia Road (Paper 471).
      The Clerk advised the Assembly the text of the responses would be incorporated in the Hansard record.
      Pairs: The Speaker (Mrs Aagaard) laid on the Table the following document relating to pairs for today as follows:
    Member for Arafura and the Member for Araluen for the period 4.45pm to 5.15pm today, 19 August 2009 (Paper 472).

    4. CRIMINAL CODE AMENDMENT (BUSHFIRES) BILL 2009 (Serial 54):
        The Minister for Justice and Attorney-General (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend the Criminal Code.
        Bill read a first time.
        Ms Lawrie moved – That the Bill be now read a second time.
        Debate ensued.

    Explanatory Statement, Criminal Code Amendment (Bushfires) Bill 2009 (Paper 474).

        On the motion of the Member for Araluen (Ms Carney) debate was adjourned.

    5. JUSTICE LEGISLATION (PENALTIES) AMENDMENT BILL 2009 (Serial 53):
        The Minister for Justice and Attorney-General (Ms Lawrie), pursuant to notice, presented a Bill for an Act to amend various Acts and subordinate legislation administered by the Minister for Justice and Attorney-General by standardising penalty provisions.
        Bill read a first time.
        Ms Lawrie moved – That the Bill be now read a second time.
        Debate ensued.

        The Speaker advised the Assembly that the Member for Goyder (Ms Purick) had proposed the following definite Matter of Public Importance for discussion this day:
            “The impact of the rising cost of living on Territorians as a result of the Henderson Labor government‘s failure to provide affordable housing and deliver sufficient land for housing construction.”.
        The proposed discussion having received the necessary support -
