1. MEETING:
The Assembly met at 10. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public gallery of Darwin Middle School Year 7 students accompanied by Mrs Merryn Brown.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. MINISTERIAL REPORTS:
      Trade Mission to Japan and China: The Chief Minister (Mr Henderson) reported on his and the Territory trade mission delegation to Japan and China to promote investment and trade opportunities in the Territory's expanding LNG gas industry.
      Mr Mills responded.
      Mr Henderson replied.

      Visitor: The Speaker advised Members of the presence in the public galleries of Master Lucas Sacilotto.
      On behalf of all Members the Speaker extended a warm welcome to the visitor.

      NT Children's Commissioner: The Minister for Child Protection (Ms Scrymgour) reported on the appointment of the NT Children's Commissioner.
      Ms Carney responded.
      Mrs Braham responded.
      Ms Scrymgour replied.

      Sporting Events: The Minister for Sport and Recreation (Mr Bonson) reported on the extent of upcoming National and International sporting events brought to and sponsored by the Northern Territory Government.
      Mr Conlan responded.
      Mr Wood responded.
      Mr Bonson replied.

5. ELECTRICAL WORKERS AND CONTRACTORS AMENDMENT BILL 2008 (Serial 150):
      The Minister for Employment, Education and training (Ms Scrymgour), pursuant to notice, presented a Bill for an Act to amend the Electrical Workers and Contractors Act.
      Bill read a first time.
      Ms Scrymgour moved - That the Bill be now read a second time.
      Debate ensued.
      Paper tabled: Ms Scrymgour laid on the Table the following Paper -
Explanatory Statement, Electrical Workers and Contractors Amendment Bill 2008 (Serial 150) (Paper 1307).

6. SENTENCING (CRIME OF MURDER) AND PAROLE REFORM AMENDMENT BILL 2008 (Serial 142):

      Answers to Questions: The Deputy Chief Minister (Ms Scrymgour) provided further information to a question asked by the Member for Nelson (Mr Wood) earlier this day relating to his question on Closing the Gap on Indigenous disadvantage.

      The Leader of Government Business (Ms Lawrie) asked that further questions be placed on the Written Question Paper.

14. POWER AND WATER CORPORATION STATEMENT OF CORPORATE INTENT 2008/2009 - PAPER TABLED - PAPER REFERRED TO GOVERNMENT OWNED CORPORATIONS SCRUTINY COMMITTEE:
      The Treasurer (Ms Lawrie) laid on the Table the Power and Water Corporation Statement of Corporate Intent 2008/2009 (Paper 1312).
      Ms Lawrie made a statement relating thereto.
      Ms Lawrie moved - That the Power and Water Corporation Statement of Corporate Intent 2008/2009 be referred for consideration by the Government Owned Corporations Scrutiny Committee to be established to examine the 2008/2009 operations of the Power and Water Corporation.

15. INVASIVE SPECIES AND MANAGEMENT PROGRAMS IN THE NORTHERN TERRITORY, REPORT - ENVIRONMENT AND SUSTAINABLE DEVELOPMENT COMMITTEE - PAPER PRINTED - MOTION TO NOTE REPORT:

17. TERRITORY WORLD CLASS PARKS - MINISTERIAL STATEMENT - MOTION TO NOTE STATEMENT:
      The Minister for Parks and Wildlife (Mr Kiely) made a statement relating to the Territory's Parks and their ability to provide an environment for flora and fauna protection to Territory wildlife and at the same time providing bush experiences to visitors.
      Mr Kiely moved - That the Assembly take note of the Statement.
      Debate ensued.
