The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.

3. ADMINISTRATIVE ARRANGEMENTS ORDERS
      Mr Elferink (Leader of Government Business) made a statement and Tabled the following:

      1. Administrative Arrangements Order, Northern Territory Gazette S47, dated 10 September 2013 (Paper 496).

      2. Administrative Arrangements Order, Northern Territory Gazette S48, dated 16 September 2013 (Paper 497).
4. CHANGE TO COMMITTEE MEMBERSHIP - MOTION AGREED TO
      The Speaker advised the Assembly that she had received a letter from Ms Finocchiaro (Government Whip) on 18 September 2013 advising of changes to Committee membership.

      Mr Elferink (Leader of Government Business), by leave moved - That the following changes be made to membership of committees:

      1. Public Accounts Committee – discharge Mrs Price and appoint Mr Kurrupuwu;

      2. Legal and Constitutional Affairs Committee - discharge Mrs Price and appoint Ms Lee; and

      3. Committee on the Northern Territory's Energy Future – discharge Mrs Price and appoint Mr Kurrupuwu.

5. MESSAGE FROM THE ADMINISTRATOR
      The Speaker advised Members of receipt of the following Message from Her Honour the Administrator (Paper 498):

8. MINISTERIAL STATEMENT - MINING IN THE NORTHERN TERRITORY - MOTION TO NOTE
      Mr Westra van Holthe (Minister for Mines and Energy) made a statement updating the Assembly on mining in the Northern Territory.

      Mr Westra van Holthe moved – That the Assembly take note of the Statement.

      2. Remuneration Tribunal Determination, Travel Report, Member for Blain, Mr Terry Mills, travel to Jakarta, and Solo in Central Java to meet with senior political, business and university interests, to maintaining good relations between the NT and Indonesia and to develop a model for bilateral negotiation, from 10th – 16th June, pursuant to paragraph 4.12, dated 16 September 2013 (Paper 512).

      3. Remuneration Tribunal Determination, Travel Report, Member for Johnston, Mr Ken Vowles, Attend Merrepen Festival at Nauiyu, Daly River on 30th May 2013, pursuant to the paragraph 4.12, dated 29 August 2013 (Paper 513).

12. MATTER OF PUBLIC IMPORTANTANCE - IMPACT ON TEACHERS AND STUDENTS
      The Speaker advised the Assembly that Mr Gunner (Member for Fannie Bay) had proposed a definite Matter of Public Importance - The impact on the teachers and students across the Northern Territory from the CLP's cuts to teachers and education.

      Having received the necessary support - Discussion ensued.

13. SPEAKER’S STATEMENT
      The Speaker made a statement pursuant to Standing Order 12 informing the Assembly of the appointment of Mr Wood (Member for Nelson) to the panel of Deputy Chair of Committees.
