        The Assembly met at 1.30pm, pursuant to resolution of the Assembly, dated Wednesday 15 June 2011. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    5. PETITIONS:
        Petition Responses: The Clerk, pursuant to Standing Order 100A, tabled responses to Petitions Nos. 48, 49, 51 and 53 relating to Northern Territory Pensioner and Carer Concession Scheme - Travel Concession; establishment of a General Aviation Aerodrome in the greater Darwin Area; objection to rezoning of Sections 324 and 325 and Part Section 4558, Hundred of Strangways, Bees Creek; and rural Residential in the Litchfield council remains at 1 Hectare and lot sizes of 4000 square metres, respectively and advised the text of responses would be included in the Hansard record (Paper 1321).

        Travel Report by the – Member for Nightcliff (Mrs Aagaard) pursuant to the Remuneration Tribunal Determination Paragraph 3.15 – Interstate Travel to Perth, Western Australia to attend the Commonwealth Women’s Parliamentarians, 10 to 13 April 2011, letter dated 20 April 2011 (Paper 1322).
    7. RECENT COMMUNITY TRIPS, FOURTH REPORT OF THE COUNCIL OF TERRITORY CO-OPERATION, MAY 2011 – PRINT – MOTION TO NOTE:
        The Speaker pursuant to Standing Order 280, presented a –

        Report, Recent community trips, Fourth Report of the Sessional Committee known as the Council for Territory Co-operation (Paper 1327); and
        Letter, Mr Gerry Wood, Chair of the Council of Territory Co-operation, dated 31 May 2011, attaching Fourth Report of the Council of Territory Co-operation (Paper 1326).
          The Chair of the Council of Territory Co-operation (Mr Wood), by leave, moved – That the Recent Community Trips, Fourth Report of the Council of Territory Co-operation, dated May 2011 be printed.
          Question – put and passed.
          Mr Wood moved – That the Assembly take note of the Report.
          Leave granted to Mr Wood to continue his remarks at a later hour.

      8. APPROPRIATION (2011-2012) BILL 2011 (Serial 163):
          The Order of the Assembly having been read for the consideration in Committee of the Whole of the Bill together with the Reports of the Estimates Committee and Government Owned Corporations Scrutiny Committee, pursuant to the resolution of the Assembly, dated 5 May 2011.

          Pairs:
          The Speaker advised Members of the following Pair arrangements for the of the 23 June sittings as follows –

          Member for Fannie Bay (Mr Gunner) with the Member for Braitling (Mr Giles) period 2pm to close of business 23 June 2011 (Paper 1328); and
          Member for Arafura (Ms Scrymgour) with the Member for Fong Lim (Mr Tollner) period 1.30pm to close of business 23 June 2011 (Paper 1328).
            The Assembly resolved itself into Committee of the Whole for consideration of the Bill.

            Papers tabled: The Chairman of the Estimates Committee and Government Owned Corporations Scrutiny Committee (Mr Gunner), pursuant to resolution, laid on the Table the following Papers -

            Report of the Estimates Committee on its consideration of the estimates of proposed expenditure contained in the Schedule to the Appropriation (2011/2012) Bill 2011 (Serial 163); and Report of the Government Owned Corporations Scrutiny Committee 2011/2012 (Paper 1330).

            Statement - additional information: The Deputy Speaker and Chair of Committees (Ms Walker) made a statement relating thereto.
              And at 1.45pm the Assembly, pursuant to resolution, proceeded to the question -

              That the proposed expenditure be agreed to and that the resolutions or expressions of opinion as agreed to by the Committees in relation to the proposed expenditure or outputs with reference to the Appropriation (2011/2012) Bill 2011 (Serial 163), and the activities, performance, practices and financial management of the Power and Water Corporation with reference to its Statement of Corporate Intent for 2011/2012, be noted.
              Debate ensued.
              Question – put and passed.
              Question - That the remainder of the Bill be agreed to - put and passed.
              Question - That the Bill be reported as printed - put and passed.

              The Assembly resumed; the Speaker (Mrs Aagaard) took the Chair; the Deputy Speaker and Chair of Committees (Ms Walker) reported that the Committee had -

              considered the Appropriation (2011/2012) Bill 2011 (Serial 163) and the Report of the Estimates Committee and Government Owned Corporations Scrutiny Committee; and
              agreed to the Appropriation (2011/2012) Bill 2011 (Serial 163) and reports, without amendment.
                Reports adopted.
                On the motion of the Treasurer (Ms Lawrie) the Appropriation (2011-2012) Bill 2011 (Serial 163) was read a third time and passed to be a proposed law, after debate.
            9. REVENUE LEGISLATION AMENDMENT BILL 2011 (Serial 164):
                The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second a time –
                Debate resumed.
                Question – put and passed.
                Bill read a second time.
                Leave granted for a motion for the third reading of the Bill to be moved forthwith.
                On the motion of the Treasurer (Ms Lawrie) the Bill was read a third time and passed to be a proposed law.

                The Leader of Government Business (Dr Burns) moved - That, the Assembly at its rising on 23 June 2011 adjourn until Monday 8 August 2011, at 10am, or such other time and/or date as may be advised by the Speaker, pursuant to Sessional Order.
