1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. PETITIONS:
      The Member for Greatorex (Dr Lim) presented petition No. 15 from 194 petitioners relating to moving Year 10 students into Senior Secondary Colleges (Paper 401).
      Petition read.

      The Member for Blain (Mr Mills), by leave, presented petition No.16, not conforming with Standing Orders, from 2307 petitioners relating to enrolment of Year 10 students at Casuarina Senior College (Paper 402).
      Petition read.

      Response to petitions: The Clerk, pursuant to Standing Order 100A, laid on the Table a response to petition No. 7 relating to provision of a Palmerston 24 hour emergency medical service (Paper 403).

      The Clerk advised the Assembly the text of the response would be included in the Hansard record.
4. MINISTERIAL REPORTS:
      Regional Economic Committees: The Minister for Regional Development (Mr Henderson) reported on the establishment of Regional Economic Committees.

      JAWOYN Plants and Animals: The Minister for the Natural Resources, Environment and Heritage (Ms Scrymgour) reported on the publication of the JAWOYN Plants and Animals of Aboriginal flora and fauna knowledge from Nitmiluk National Park and the Katherine area.

5. MOTOR VEHICLES AMENDMENT BILL 2006 (Serial 43):
      The Treasurer (Mr Stirling), pursuant to notice, presented a Bill for an Act to amend the Motor Vehicles Act.

6. VICTIMS OF CRIME RIGHTS AND SERVICES BILL 2006 (Serial 44) and VICTIMS OF CRIME ASSISTANCE BILL 2006 (Serial 45):
      Suspension of Standing Orders - Take two Bills together: The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, moved - That so much of the Standing Orders be suspended as would prevent Bills entitled - Victims of Crime Rights and Services Bill 2006 (Serial 44) and Victims of Crime Assistance Bill 2006 (Serial 45) -
      (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and
      (b) the consideration of the Bills separately in the Committee of the Whole.

      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to establish bodies to promote the rights of victims of criminal offences and provide services to those victims, and for related matters; and a Bill for and Act to establish schemes to provide victims of violent acts with counselling and with financial assistance for financial loss and compensable injuries, and for related matters.

      The Leader of the Opposition (Ms Carney) moved a motion to suspend Standing Orders to censure the Chief Minister (Ms Martin) and her Government relating to health services at Royal Darwin Hospital -

      The Leader of Government Business (Mr Henderson) informed the Assembly that the government accepted the motion as a censure motion, pursuant to Standing Order 95.

      The Leader of Government Business (Mr Henderson) asked that further questions be placed on the Written Question Paper.
11. CENSURE OF CHIEF MINISTER - HEALTH SERVICES - MOTION NEGATIVED:
      The Leader of the Opposition (Ms Carney) thereupon moved - That the Assembly censure the Chief Minister and her Government for:
failing to deal with a growing health crisis in the Territory after her health Minister has shown himself to be
too tired, apathetic and subordinate to the health bureaucracy to be effective.
