        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

        The Speaker advised Members of the presence in the public galleries of –

    4. BUILDING AMENDMENT (REGISTRATION AND OTHER MATTERS) BILL 2011 (Serial 187) and BUILDING AMENDMENT (RESIDENTIAL BUILDING CONSUMER PROTECTION) BILL 2011 (Serial 188):
        Suspension of Standing Orders – Take two Bills cognately: The Minister for Lands and Planning (Mr McCarthy), pursuant to notice, moved - That so much of the Standing Orders be suspended as would prevent Bills entitled -
        Building Amendment (Registration and Other Matters) Bill 2011 (Serial 187); and Building Amendment (Residential Building Consumer Protection) Bill 2011 (Serial 188) -

        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and

        (b) the consideration of the Bills separately in the Committee of the Whole.

      11. LITCHFIELD SHIRE, LAND FLOODING, NORTHERN TERRITORY PLANNING SCHEME – MOTION AGREED TO:
          The Member for Nelson (Mr Wood), pursuant to notice moved - That, due to the number of blocks of land flooded in the Litchfield Shire this year:

          the NT Planning Scheme be amended to require the Development Consent Authority to show the approximate 1% AEP (Annual Exceedance Probability) line on any subdivision plan approved by the Authority where the subdivision is subject to flooding or waterlogging.

      12. HEALTH SERVICE DELIVERY IN DARWIN RURAL AREA – MOTION AGREED TO:
          The Member for Goyder (Ms Purick), pursuant to notice, moved - The NT Government notes the serious deficiencies in the delivery of services and programmes into the greater Darwin rural area in the important areas of youth, mental health care, aged care and sport and recreation.

      13. NORTHERN REGIONAL MARINE PLAN – MOTION AGREED TO:
          The Member for Goyder (Ms Purick), pursuant to notice, moved - That, the Northern Territory Government provide a comprehensive summary of the impact of the implementation of a Northern Regional Marine Plan to the Northern Territory economy with particular reference to:
          1. what discussions have taken place between the Northern Territory Government and the Commonwealth Government;

          2. what will be the economic impact if areas become unavailable to the commercial fishing industry including the northern prawn fisheries, off shore net fisheries, line fisheries

          3. what will be the impact on charter and recreational fishing;

          4. what will be the impact on the oil and gas industry;

          5. what will be the impact to the shipping to and from Northern Territory ports; and

          6. what will be the impact on marine based tourism industry.

      15. SHORT, MEDIUM AND LONG TERM STRATEGIES TO ADDRESS ANTI-SOCIAL BEHAVIOUR, ALICE SPRINGS – MOTION NEGATIVED:
          The Order of the Day having been read for the resumption of debate on the motion moved by the Member for Braitling (Mr Giles) - That this Parliament condemn –

          (a) the Northern Territory and Australian Governments for their failures to present short, medium and long term strategies to the problems being faced by businesses and residents of Alice Springs as a result of the increasing crime and anti-social behaviour across the town; and
          (b) the Minister for Central Australia for failing to provide leadership for Central Australia on these issues.

      16. LIVE CATTLE EXPORT BAN, IMPACT ON ECONOMY AND PEOPLE – MOTION AGREED TO:
          The Order of the Day having been read for the resumption of debate on the motion moved by the Member for Goyder (Ms Purick) - That, the Northern Territory Government provide a comprehensive summary of the impact of live export ban of cattle from the Northern Territory on the agricultural and transport industries of the Northern Territory with particular reference to the following areas of business and occupation:

          (a) hay and fodder production;
          (b) road transport;
          (c) helicopter and heli mustering;
          (d) veterinary services;
          (e) management of export yards and holding depots; and
          (f) loss of employment in all areas of the agricultural industries.
