The Assembly met at 10am. The Speaker, the Honourable Kezia Purick took the Chair.

          The Speaker advised Honourable Members of the presence in the gallery of students from St Francis of Assisi Catholic Primary School.

          On behalf of all Members the Speaker extended a warm welcome to the visitors.
      4. SPEAKER'S STATEMENT
          The Speaker made a statement regarding permission for filming, with sound, and photography in the Chamber by Channel 9, the NT News, ABC and the Chief Minister's Photographer.

          I, JOHN LAURENCE HARDY OAM, the Administrator of the Northern Territory of Australia, under section 11 of the Northern Territory (Self-Government) Act 1978 (Cth), recommend to the Legislative Assembly a Bill for a Act that authorises an amount to be paid from the Central Holding Authority to the Purposes of the Agencies specified in the Bill for the year ending 30 June 2016.

      7. Reorder of Business – MOTION AGREED TO
          Mr Elferink (Leader of Government Business) pursuant to Standing Order 89, moved – That the Routine of Business be reordered as follows to allow:

          The Treasurer to deliver the Budget today at 10am; followed by consideration of the Port of Darwin Select Committee Report on the Port of Darwin Lease Model; the luncheon suspension; Notices; Petitions; Question Time; and Resumption of Debate on the Appropriation (2015-2016) Bill 2015; and

          Tomorrow, Government Business, Notices and Orders of the Day, be suspended so as to permit a response to Budget by the Leader of the Opposition at 10 am.

          Mr Tollner (Treasurer), pursuant a recommendation by his Honour the Administrator, presented a Bill for an Act to authorise an amount to be paid from the Central Holding Authority for the financial year ending 30 June 2016.

          Mr Tollner moved - That the Bill be now read a second time.

          Mr Barrett (Chair of the Port of Darwin Select Committee) made a statement and laid on the Table – Port of Darwin Select Committee, Port of Darwin Lease Model, April 2015 (Paper 1297).

          The following notices were given:

          1. Mr Styles (Minister for Business) will present on the next sitting day a bill entitled – Gaming and Liquor Legislation Amendment Bill 2015 (Serial 125).

          2. Mr Gunner (Member for Fannie Bay) will move on the next General Business day - That To ensure that all Ministerial travel is:
            1. undertaken in the interests of the Territory,
              2. Open and accountable to Territorians
                The following measures will be introduced by the Northern Territory Legislative Assembly immediately

                All Ministerial travel will undergo evaluation from the public and private sectors regarding the benefit of the travel to the Northern Territory.
                  These assessments will be made available to the public.
                    Prior to departure, the Minister's itinerary will be published, removing the ability to sneak off on secret junkets.
                      On return from overseas travel a full Parliamentary report on the trip will be provided by the Minister and will be made available to the public.
                        Costs associated with the Minister's trip will be made available to the public.

                      3. Mr Wood (Member for Nelson) will move on the next General Business day - That the Chief Minister instruct the Minister for Lands and Planning to revoke his recent decision to amend the NT Planning Scheme (Amendment No 359) on Lowther Road Bees Creek and that any revised proposal must not include blocks below 1 hectare.
