Minutes of Proceedings - 2010-11-25

    1. MEETING:
        The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

    2. PRAYERS.

    3. MINE VICTIMS, GREYMOUTH NEW ZEALAND - MARK OF RESPECT:
        The Speaker asked Members to observe a one minute of silence for the victims of the mine collapse, Greymouth, New Zealand.
        Members stood in their places for one minute in silence.
    4. LEAVE OF ABSENCE – MEMBER FOR KARAMA – MOTION AGREED TO:
        The Leader of Government Business (Dr Burns) moved – That leave of absence be granted to the Member for Karama (Ms Lawrie) for Thursday, 25 November 2010.
        Question – put and passed.

    5. LEAVE OF ABSENCE - MEMBER FOR KATHERINE – MOTION AGREED TO:
        The Leader of the Opposition (Mr Mills) moved – That leave of absence be granted to the Member for Katherine for Thursday, 25 November 2010.

    6. PETITION:
        The Member for Goyder (Ms Purick) presented Petition No. 47 from 328 petitioners relating to rural cycle/walk paths along Virginia, Lowther, Bees Creek and Wells Creek Roads (Paper 1096).

    7. PAIRS:
        The Speaker laid on the Table the following pair arrangements for today:

        Member for Karama (Ms Lawrie) and the Member for Katherine (Mr Westra van Holthe) for 25 November 2010 (Paper 1098).
    8. ENVIRONMENT PROTECTION (BEVERAGE CONTAINERS AND PLASTIC BAGS) BILL 2010 (Serial 136):
        The Minister for Natural Resources, Environment and Heritage (Mr Hampton), pursuant to notice, presented a Bill for an Act to establish a beverage container deposit scheme and to regulate the supply of plastic bags.
        Bill read a first time.
        Mr Hampton moved – That the Bill be now read a second time.
        Debate ensued.

        Explanatory Statement, Environment Protection (Beverage Containers and Plastic Bags) Bill 2010 (Paper 1097).

        On the motion of the Member for Port Darwin (Mr Elferink) debate was adjourned.
    9. ENVIRONMENTAL OFFENCES AND PENALTIES AMENDMENT BILL (NO. 2) 2010 (Serial 126):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

        Bill read a second time.
        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Natural Resources, Environment and Heritage (Mr Hampton) the Bill was read a third time and passed to be a proposed law.
    10. HUMAN TISSUE TRANSPLANT AMENDMENT BILL 2010 (Serial 127):
        The Order of the Day having been read for the resumption of debate on the question – That the Bill be now read a second time –

        Leave granted for a motion for the third reading of the Bill to be moved forthwith.
        On the motion of the Minister for Health (Mr Vatskalis) the Bill was read a third time and passed to be a proposed law.

    11. A WORKING FUTURE – MINISTERIAL STATEMENT – MOTION TO NOTE STATEMENT:
        The Minister for Indigenous Development (Ms McCarthy) made a statement relating to building a working future for indigenous families.
        Ms McCarthy moved – That the Assembly take note of the Statement.

              Answer to Questions:
              The Chief Minister (Mr Henderson) gave further information in response to a Question asked yesterday by the member for Braitling (Mr Giles) re movement of people from Yuendumu to Adelaide; and
              The Minister for the Environment, Heritage and Natural Resources (Mr Hampton) gave further information in response to a question re the Telegraph Station asked by the Member for Macdonnell (Ms Anderson).
                The Leader of Government Business (Dr Burns) asked that further questions be placed on the Written Questions Paper.

                Suspension of Member: The Member for Greatorex (Mr Conlan) having been warned by the Speaker about his unruly interjections and then having continued to loudly interject -
                The Speaker (Mrs Aagaard) thereupon ordered the Member for Greatorex (Mr Conlan) to withdraw from the Chamber for a period of one hour, pursuant to Standing Order 240A, effective from 3.09pm.
                Accordingly the Member for Greatorex (Mr Conlan) withdrew from the Chamber.

            15. MATTER OF PUBLIC IMPORTANCE – CHILD PROTECTION PLANNING:
                The Speaker advised the Assembly the Member for Fong Lim (Mr Tollner) had proposed the following definite Matter of Public Importance for discussion this day:
                    The importance of government to develop its own plans to protect children in the Northern Territory.

                The proposed discussion having received the necessary support –
                Discussion ensued.
                Discussion concluded.
            16. ADJOURNMENT:
                The Leader of Government Business (Dr Burns) moved – That the Assembly do now adjourn.
