1. MEETING:
The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. LEAVE OF ABSENCE - MEMBER FOR VATSKALIS:
      The Leader of Government Business (Dr Burns), by leave, moved - That leave of absence be granted to the Member for Casuarina (Mr Vatskalis) for this day.

4. PAIRS ARRANGEMENTS:
      The Speaker (Mrs Aagaard) laid on the Table a document relating to Pairs arrangements for today Thursday, 12 February 2009, for the Member for Casuarina (Mr Vatskalis) and the pair is the Member for Katherine (Mr Westra Van Holthe) (Paper 228).

5. PETITIONS:
      The Member for Sanderson (Mr Styles) presented Petition No. 8 from 627 petitioners calling for an independent review to assess the adequacy of the resources, policies, procedures and systems at the Royal Darwin Hospital and Acute Care Services (Paper 218).
      Petition read.
6. MINISTERIAL REPORTS:
      Community Housing Projects: The Minister for Housing (Mr Knight) reported on proposals to refurbish and upgrading community housing in remote Aboriginal communities under a 40 year lease arrangement with the Northern Land Council.

      Brolga Tourism Awards: The Minister for Tourism (Dr Burns) reported on the winners and participants in the Brolga Awards for 2008 which was held on 27 November 2008 at the Convention Centre.

      Rugby Hottest Sevens 2009: The Minister for Sport and Recreation (Mr Hampton) reported on the Rugby Heineken Territory 7's Competition 2009 - Hottest Sevens.

7. TRANSPORT LEGISLATION (HOON BEHAVIOUR) AMENDMENT BILL 2009 (Serial 28):
      The Minister for Transport (Mr McCarthy), pursuant to notice, presented a Bill for an Act to amend the Traffic Act and other legislation in relation to hoon driving and related anti-social behaviour.
      Bill read a first time.
      Mr McCarthy moved - That the Bill be now read a second time.
      Debate ensued.

12. PERSONAL EXPLANATION - MEMBER FOR ARNHEM:
      The Member for Arnhem (Ms McCarthy), by leave, of the Speaker, rebutted assertions by the Member for Fong Lim which he made on 11 February 2009 during the Matter of Public Importance discussion: namely she had never visited the McArthur River Mine.

13. CROSS-BORDER JUSTICE BILL 2008 (Serial 23):
      The Order of the Day having been read for the resumption of debate in Committee of the Whole consideration of Clause 44, postponed earlier this day -
      The Assembly again resolved itself into Committee of the Whole for consideration of the Bill.

      On the motion of the Minister for Justice and Attorney-General (Ms Lawrie) the Bill was read a third time and passed to be a proposed law.

14. AUDITOR-GENERAL'S FEBRUARY 2009 REPORT TO THE LEGISLATIVE ASSEMBLY - PAPER TABLED - PRINT - MOTION TO NOTE REPORT:
      The Speaker laid on the Table the Auditor-General's February 2009 Report to the Legislative Assembly (Paper 221).
      The Leader of Government Business (Dr Burns) moved - That the Report be printed.
      Question - put and passed.
      Dr Burns moved - That the Assembly take note of the Report and that leave be granted to continue his remarks at a later hour.

15. RULES AND GUIDELINES FOR INCORPORATION OF WRITTEN DOCUMENTS IN THE HANSARD RECORD - PAPER TABLED:
      The Speaker laid on the Table the Rules and Guidelines for incorporation of written material in the Hansard Record (Paper 227).
16. TERMS OF REFERENCE, NORTHERN TERRITORY STATEHOOD STEERING COMMITTEE - REVISED TERMS ADOPTED:
      The Chairman of the Legal and Constitutional Development Committee (Ms McCarthy) laid on the Table the revised Terms of Reference for the Northern Territory Statehood Steering Committee, dated 12 February 2009 (Paper 222).
      Ms McCarthy moved - That the Assembly adopt the revised Terms of Reference.

17. INVASIVE SPECIES AND MANAGEMENT PROGRAMS - MINISTERIAL STATEMENT - STATEMENT NOTED:
      The Minister for Natural Resources, Environment and Heritage (Ms Anderson) made a statement in response to the Inquiry and the subsequent Report on Invasive Species and Management Programs in the Northern Territory.
      Ms Anderson made a statement relating thereto.
      Ms Anderson moved - That the Assembly take note of the Statement.
      Debate ensued.

18. ADJOURNMENT:
      The Leader of Government Business (Dr Burns) moved - That the Assembly do now adjourn.
