Minutes of Proceedings - 2011-08-10

1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

2. PRAYERS.

3. VISITORS:
      The Speaker advised Members of the presence in the public gallery of Wagaman Primary School Year 5/6 students accompanied by Mr Mark Renner and Mr Matthew Kingham.
      On behalf of all Members the Speaker extended a warm welcome to the visitors.

4. PETITIONS:
      The Member for Araluen (Mrs Lambley) presented Petition No. 54 from 60 petitioners requesting the previous 300/301 bus route from Alice Springs Hospital be reinstated. (Paper 1431)

5. COUNCIL OF TERRITORY COOPERATION (CTC) – REFERENCE ON ANIMAL WELFARE GOVERNANCE IN THE NORTHERN TERRITORY – EXTENSION OF REPORTING PERIOD – MOTION AGREED TO:
      The Leader of Government Business (Dr Burns), pursuant to notice, moved - That paragraph 1 of the resolution of the Assembly, dated 4 May 2011 referring the Animal Welfare Governance in the Northern Territory to the Council of Territory Cooperation (CTC) be amended as follows –

      Omit “August” and insert in its stead “October”.

6. HERITAGE BILL 2011 (Serial 169):
      The Minister for Natural Resources, Environment and Heritage (Mr Hampton), pursuant to notice, presented a Bill for an Act about the Territory’s cultural and natural heritage.
      Bill read a first time.
      Mr Hampton moved – That the Bill be now read a second time.
      Debate ensued.

7. TRAFFIC AND OTHER LEGISLATION AMENDMENT BILL 2011 (Serial 166):

8. NORTHERN TERRITORY GOVERNMENT RESPONSE TO THIRD REPORT OF THE COUNCIL OF TERRITORY CO-OPERATION, FEBRUARY 2011 – REPORT NOTED:

      Suspension of Standing Orders: And the Leader of the Opposition (Mr Mills) moved – That so much of Standing Orders be suspended as would prevent him censuring the Chief Minister and his government for its pretence of support for the Territory’s live cattle industry.

      The Leader of Government Business (Dr Burns) informed the Assembly that the government accepted the motion as a censure motion, pursuant to Standing Order 95.

      The Leader of Government Business (Dr Burns) asked that further questions be placed on the Written Question Paper.

11. CENSURE OF NORTHERN TERRITORY GOVERNMENT – PRETENCE OF SUPPORT FOR LIVE CATTLE INDUSTRY - NEGATIVED:
      The Leader of the Opposition (Mr Mills) moved – That this Assembly censure the Chief Minister for his Government’s pretence of support for the Territory’s live cattle industry while failing to rebuke the Gillard Labor government for its blanket ban on live cattle exports and failing to deliver any real and meaningful assistance to thousands of Territorians now suffering under economic hardship as a result of the ban.

17. SHORT, MEDIUM AND LONG TERM STRATEGIES TO ADDRESS ANTI-SOCIAL BEHAVIOUR, ALICE SPRINGS – MOTION:
      The Order of the Day having been read for the resumption of debate on the motion moved by the Member for Braitling (Mr Giles) - That this Parliament condemn –

      (a) the Northern Territory and Australian Governments for their failures to present short, medium and long term strategies to the problems being faced by businesses and residents of Alice Springs as a result of the increasing crime and anti-social behaviour across the town; and
      (b) the Minister for Central Australia for failing to provide leadership for Central Australia on these issues.
