1. MEETING:
      The Assembly met at 10am. The Speaker, the Honourable J. L. Aagaard, took the Chair.

3. PETITIONS:
      Response to petitions: The Clerk, pursuant to Standing Order 100A, laid on the Table responses to petitions Numbers 18, 28, 29 and 32 relating to -
11 Central Australian national parks; and
48 Territory owned parks. (Paper 617)

      The Clerk advised the Assembly the text of the responses would be incorporated in the Hansard record.
4. MINISTERIAL REPORTS:
      Gurindji Heritage and Tourism Project: The Chief Minister (Ms Martin) reported on the Gurindji Heritage Tourism Project, including a new visitor centre and walking trails.
      Mrs Miller responded.

      Building Healthier Communities, Progress Report: The Minister for Health (Dr Toyne) reported on the progress of the Building Healthier Communities 5 Year Framework Strategy.
      Mr Mills responded.
      Mrs Braham responded.
      Dr Toyne responded.

      Darwin Port Facilities: The Minister for Infrastructure and Transport (Dr Burns) reported on his inspection of Darwin Port facilities.
      Mr Wood responded.

5. JUSTICE LEGISLATION AMENDMENT BILL (No. 2) 2006 (Serial 68):
      The Minister for Justice and Attorney-General (Dr Toyne), pursuant to notice, presented a Bill for an Act to amend various Acts administered by the Minister for Justice and Attorney-General.
      Bill read a first time.
      Dr Toyne moved - That the Bill be now read a second time.
      Debate ensued.

6. BIOLOGICAL RESOURCES BILL 2006 (Serial 69):
      The Minister for Business and Economic Development (Mr Henderson), pursuant to notice, presented a Bill for an Act to provide for and regulate bioprospecting in the Territory and for related purposes.
      Bill read a first time.
      Mr Henderson moved - That the Bill be now read a second time.
      Debate ensued.

      The Minister for Justice and Attorney-General (Dr Toyne) moved - That so much of Standing Orders be suspended as would prevent two Bills entitled, Medical Services Amendment Bill 2006 (Serial 70) and Criminal Reform Amendment Bill (No. 2) 2006 (Serial 71),
        (a) being presented and read a first time together and one motion being put in regard to, respectively, the second readings; the committee’s report stage; and the third readings of the Bills together; and
          (b) the consideration of the Bills separately in the Committee of the Whole.

          Question - put and passed - there being an absolute majority of the whole number of members present and no dissentient voice.

      16. OPPORTUNITIES FOR THE CROCODILE AND ART INDUSTRIES - STATEMENT NOTED:
          The Minister for Natural Resources, Environment and Heritage (Ms Scrymgour) made a statement relating to the Territory's Crocodile Management Plan, crocodile egg harvesting in remote communities and the supply of high end crocodile skin industry to fashion houses of Europe.
          Ms Scrymgour moved - That the Assembly take note of the Statement.
